Minutes of ADJOURNED REGULAR MEETING OF THE CITY C

HEARINGS:
Mayor Gruber opened the continued public hearing in
connection with the Preliminary Annual Budget for the
Fiscal Year 1966 -67. Mayor Gruber inquired whether
anyone in the audience wished to speak.
Attorney Selim Franklin, Vice President of the Balboa
Island Improvement Association, spoke from the audience
and read an excerpt from a letter from the Board of
Directors of the Balboa Island Improvement Association
requesting more law enforcement on the Island.
The City Manager stated that the amount of $1855 for
Services - Professional, Technical in the Planning Budget,
Activity No. 0900, which had been approved by the Council
on June 14, 1966 subject to review, was correct.
1. The City Manager read a report on the Y. E. P. pro-
gram, recommending various changes regarding age
requirements, hours, salary rates and uniforms.
The recommendations pertaining to the Y. E. P. pro-
gram a s presented by the City Manager were
approved.
2. The Police Budget, Activity No. 2000, was considered.
Chief Glavas and Selim Franklin spoke from the
audience in favor of the use of polygraph equipment
in the Police Department.
It was agreed that the polygraph would stay in the
Budget.
Councilman Forgit made a'motion to keep the fifth
new position in the Police Budget, which motion was
withdrawn. The City Manager commented and a
discussion was had.
The Police Budget, Activity No. 2000, as proposed,
was approved.
Councilman Cook stated that he wished the record to
show that his 'no' vote was not against the Police
Budget per se; only against the purchase of the
$1550 polygraph. 7

audience in favor of an Electrowriter System.
The new Electrowriter System was deleted from the
