Mayor Gruber opened the continued public hearing in
connection with the Preliminary Annual Budget for the
Fiscal Year 1966 -67.
The Mayor inquired if anyone in the audience desired to
speak. No one spoke from the audience.
1. The Capital Improvement Projects, Library Fund
Budget, was considered. A discussion was had re-
garding needs for expansion of the City library
system and the advisability of having the staff
thoroughly study and analyze the function of the
Balboa Library in relation to a main library and its
needs in the future as a branch library, and it was
agreed that the staff would work with the Board of
Trustees during the year on this matter.
The Library Capital Improvements will remain in

the Budget as it now stands and will not be amended

2. The annual alley maintenance program, Capital
Improvement Projects, General Fund, Street Projects
Budget was considered. A discussion was had re-
garding the stepping up of the alley maintenance pro-
gram in relation to the annual sewer main replacement
program. It was agreed that the final figure on the
alley replacement program would be decided at the
evening meeting.
3. A discussion was had whether the approved $20, 340
for rest rooms and beautification of West Newport
should be financed through the Capital Improvement
Projects, General Fund, Miscellaneous Projects &
Studies Budget or through the Parks, Beaches and
Recreation Budget.
For purposes of the West Newport beautification,
approved by the Council June 22, 1966, the $20,340
will be from Parks, Beaches and Recreation fund

4. The annual Southern California Fishing Trophy, in
the amount of $50, was added to Nondepartmental,

aerial photographs in regard to a joint venture with

entire City.
The amount of $2, 282 was added to the Nondepart-
mental,. Services - Professional, Budget for the pui
of having aerial photographs taken of the City.
Mrs. T. Duncan Stewart, Chairman of Board of Library
Trustees, spoke from the audience regarding the proposed
trailer for the Balboa Library.
