I am representing Mark Conzelman, the owner of 939 Via Lido Soud. Conzelman wishes to
reconfigure his dock and extend past the pierhead line. We do not believe that there are any
problems with navigation, neighbors or harbor uses. But the Harbor Commission turned it down. I
was not representing Conzelman at the Harbor Commission but have reviewed the Harbor
Commission minutes and the recording of the Harbor Commission meeting.
An appeal has been filed to the City Council. I would like an opportunity to discuss the matter with
you. It is currently expected on the Council May 28 agenda.

I am a captain in Newport Harbor of charter and private vessels ranging up to 105' (Anna's Inspiration). I
navigate the Harbor approximately 5 days per week for the last 6 years. The extension of the dock at 939 Via
Lido Saud to the Project line would not impact my navigation in any way.

My name is Joseph Jackson Willett, 100 ton Master Near Coastal, a resident in Newport Beach, CA and
an active Captain in Newport Bach Harbor. (MMC # 3491906).
In the capacity of Master I operate both private and charter vessels in Newport Harbor to include the 95'
MV "Nordic Star", 85' MV "Hawkeye" and 82' MV "Lady Sheila ll".
1 frequently navigate around the end of Lido Peninsula in proximity to the location of Mr. Mark
Conzelman's dock. In my experience I see no impediment to navigation if the dock were to extend to the
Project line as it would be in-line and consistent with adjacent docks nearby.
