A memorandum from the City Manager dated April 20, 1967 regarding tree planting in memory of Marcie Schrouder and an appropriate plaque, was presented. The use of public property for a tree planting cere- mony in memory of Margery Schrouder and an appropriate plaque from the City to be used in that Motion dedication were authorized. Tentative Tract Map of Tract 6385, consisting of 20. 7 acres divided into 51 residential lots and three common area lots to be developed as single family residences, located south of San Joaquin Hills Road between Crown Drive North and future MacArthur Boulevard, northeasterly of Harbor View Hills, was considered with the findings of the Planning Com.- mission dated April 21, and a memorandum regarding recommendations from the Public Works Department dated April 14, 1967. Councilman Shelton made a motion to approve Tenta- Motion tive Tract Map of Tract 6385 as conditioned by the Public Works Department. Planning Director Ernest Mayer reported on the findings of the Planning Commission. David Kaylor, representing The Irvine Company, spoke from the audience and stated that they did not feel it was necessary at this time to secure dedication of the future MacArthur Boulevard. A discussion was had. A vote was taken on Councilman Shelton's motion, Ayes x x x x x which motion carried. 2. Councilman Cook made a motion to approve.Resub- Motion x division No. 236 subject to the conditions recom- mended by the Planning Commission and the Public Works Department as amended by the letter dated April 20 from Frank Hughes, Director of Engineering of The Irvine Company, and then amended said motion to delete the Hughes letter. A discussion was had. Councilman Cook amended his amended motion to include the Hughes letter, and Resubdivision No. 236 was approved subject to the conditions recommended Ayes X X X X X X by the Planning Commission and the Public Works Department, with the matter of whether to make the streets public or private to remain open, and with the condition that the design of these public or private streets be approved by the Public Works Department. 4. Payne to construct a concrete bulkhead and return wall bay - ward of 2320 W. Newport Boulevard. Harbor Permit Application No. A- 1492 was approved, Motion x subject to the condition that no structure be built on Ayes x x x x x x x the bulkhead unless the bulkhead has been properly designed to carry the additional loads. (b) A letter dated April 16, 1967 from Beulah Santee enclosing letter to the Editor of the Pilot written by Harvey D. Pease advocating strengthened support for moving the freeway inland. (c) A letter dated April 4, 1967 from Mr. Charles M. Everett, Newport Heights homeowner, protesting a 15th Street realignment of the freeway and stating his belief that it should go down the coast as proposed. Hayton, 235 Poppy, Corona del Mar, asking to appear at the Council meeting on April 24th to discuss dogs on beaches, was granted, and Donald Hayton spoke from the audience and suggested that all dogs be prohibited from the public beaches.
