M. Plara of Maatino: Council Chambers Roll Call: The Salary and Benefit Survey dated April, 1967 and the recommendations of the City Manager were considered. Present . x x x x x x The City Manager reviewed the salary survey comparisons, which included nine comparable Orange County jurisdictions and the Orange County Salary Survey of Private Industry; and read a letter from Jack Beckwith, President of the Newport Beach City Employees Association, dated May 1, 1967, submitting the Association's interpretation of the Salary and Benefit Survey and suggesting that a 1 -1/2 range (7. 3276) blanket increase would represent a more equitable alignment with prevailing schedules of other Orange County jurisdictions. A discussion was had. Councilman Cook made a motion that the recommendations of the City Manager, as presented in the Salary and Benefit Survey, be cranked into the preliminary budget, with no indication by any member of the Council that they would or would not be granted, which motion was withdrawn. It was directed that the salary and personnel changes recommended in the Salary and Benefit Survey be brought Motion x back to Council as part of the Budget for consideration at Ayes xxxxx x that time. in relation to Capital Improvements and the entire Budget. The City Manager requested clarification of the Council's policy in regard to study session review of recommerala- tions and proposals before inclusion in the preliminary Budget. It was directed that the Capital Improvements proposal be Motion x reviewed by the Council. Ayes x x xxx x ADDITIONAL BUSINESS: Mr. Lee Otis, in behalf of the United States Surfing Association, spoke from the audience and requested permission to hold the Third United States Surfing Associ- ation, District 5 Single A Contest on May 27 and 28, 1967 near 19th Street, Newport Beach. This event is sponsored by the South Coast Surf Club and sanctioned by the United States Surfing Association. The request of Lee Otis to hold a surfing contest May 27 -28 Motion was granted, subject to approval by the staff. Ayes xxx x x x The meeting was adjourned at 8:55 P.M.
