Western Pipe Anti -trust Cases: (a) Resolution No. 6568, authorizing settlement of the West Coast pipe cases on behalf of the City and authorizing the execution of a Covenant Not Motion to Sue in connection with said settlement, was Roll Call: adopted. Ayes x x x x x (b) Resolution No.. 6569, re distribution of settlement Motion funds among plaintiffs in the Western Pipe cases, Roll Call: was adopted. Ayes x x x x x 2. Mayor Pro Tern Marshall, Chairman of the Council Tidelands Administrative Control Committee, reported on the Committee's meeting with the New- port Harbor Chamber of Commerce Marine Division Tidelands Committee, and presented the Committee recommendations to the Council. Ed Hirth, Chairman of the Newport Harbor Chamber of Commerce Marine Division Tidelands Committee, spoke from the audience. The report of the Council Tidelands Administrative Control Committee was accepted, and the Mayor was Motion x authorized to appoint a Council committee to study Ayes x x x x x the tidelands matter, to work with the Chamber of Commerce Tideland Committee, the Harbor District, various yacht clubs and community associations and to bring back to Council at the end of 120 days a report and possible recommendations; said Committee to be appointed at the next regular Council meeting. HEARINGS: Mayor Gruber opened the public hearing in connection with the preliminary annual Budget for the fiscal year 1967 -68. Mayor Gruber advised all persons present that at any time during the study of the Budget which would ensue, anyone desiring to be recognized should so indicate and would be given an opportunity to speak. e 1. The Police Budget, .Activity No. 2000, was restudied. City Manager Harvey Hurlburt stated that Object No. 93 -17 (one mobile radio) in the amount of $830, should be deleted. Object.No. 93 -17 was deleted from Activity No. 2000. Motion x ' Ayes xx xx xxx City Manager Harvey Hurlburt stated that Object No. 11, Automotive Services, should be reduced $460. It was agreed that two new Police Officer positions i would be deleted, and overtime pay would be increased $6,220. The Police Budget, Activity No. 2000, as amended, Motion : x was approved. City Manager Harvey Hurlburt gave the Council the new figures involved in the Nondepartmental Budget, Activity No. 1400 and in the Finance - Retirement Budget, Activity No, 1500. 3. Councilman Cook requested the reopening of the Fire ' Budget, Activity No. 2300. Councilman Cook made a motion to delete the new Motion x position of Fire Battalion Chief, • discussion was had. • vote was taken on Councilman Cook's motion, Ayes x which motion failed to carry. City Manager Harvey Hurlburt corrected an error in the computation in the Assistant Building Director's salary. The Building Budget, Activity No. 2900, as corrected Motion x was approved. Ayes x x x x x 6. Councilman Forgit made a motion to approve the Motion Public Works - Administrative and Engineering Budget, Activity No. 3000, as proposed. A discussion was had. A vote was taken on Councilman Forgit's motion, Ayes x x x x which motion carried. Noes x 7. The Public Works - Electrical Budget, Activity No. Motion x 3200, as proposed, was approved. Ayes x x x x x 8. The Public Works - Sewers Budget, Activity No. Motion 1 x 5500, as proposed, was approved. Ayes x x x x x 9. The Public Works - Traffic and Parking Budget, Motion x Activity No. 5600, as proposed, was approved. Ayes x x x x Noes x 10. The General Services - Administrative Budget, Motion x Activity No. 3100, as proposed, was approved. Ayes x x x x x 11. Consideration was given to the General Services - Field Maintenance Budget, Activity No. 3300. Councilman Forgit made a motion to put Object No. Motion 91 -8 (street flusher) back in this year's Budget, Ayes x x which motion failed to carry.
