Roll Call: Present x x x x x x hrg HEARINGS: Mayor Gruber opened the continued public hearing in connection with the preliminary annual Budget for the fiscal year 1967 -68. Mayor Gruber inquired if anyone present desired to be heard. No one wished to speak. at that time. Mayor Gruber advised all persons present that at any time during the hearing, anyone desiring to be heard should so indicate. 1. The Public Works - Water Budget, Activity No. 9200, Motion orks as proposed, was approved. Ocean Front, spoke from the audience stating he was not in favor of sidewalks and street lights along the ocean front in West Newport. Capital Improvement Projects, Special Funds, State Gas Tax Fund Budget, Item V: (a) The Capital Improvement Projects, Special Funds, State Gas Tax Fund, Section 2107 Funds Motion x Budget, as proposed, was approved. Ayes x x x x x x (b) The Capital Improvement Projects, Special Funds, State Gas Tax Fund, Section 186. 1 Funds Budget was approved, subject to the Motion x deletion of Item No. 2 (traffic signals at Newport Ayes x x x x x X: Center), and to Item No. 4 (traffic signal at Placentia and Superior Avenues) being moved from A Priority to B Priority. 14. Consideration was given to the Capital Improvement Projects, Special Funds, Building Excise Tax Fund Budget, Item VI. Councilman Marshall made a motion to approve Motion x the Building Excise Tax Fund Budget as proposed. i • discussion was had. • vote was taken on Councilman Marshall's motion, Ayes x x x x which motion carried. Noes x x John Radford, property owner on 32nd Street, spoke from the audience regarding the widening of 32nd Street. City Manager Harvey Hurlburt stated that in the Capital Im- provement Projects Budget, under Section 2107 Funds of the State Gas Tax Fund, monies had been budgeted for a beginning program of acquisition of rights -of -way for the widening of 32nd Street. 15. City employees' salaries were discussed. City Manager Harvey Hurlburt recommended an increase of 56/o to all employees, effective July 1, 1967. 16. Councilman Parsons made a motion to approve the Motion x six recommendations of the City Manager for operating expenditure reductions. City Manager Harvey Hurlburt read the six reductions which came to a total of $1, 830. A discussion was had on deferring the Water Fund payment for beach erosion. The Water Fund loan repayment, in the amount of $56, 000, was deferred insofar as it applies to the Motion x upcoming fiscal year, with no determination to be Ayes x x x x x x x made of the future use of this fund until the study which was requested in an earlier motion is completed 18. A discussion was had regarding the Unappropriated Contingency Reserve. It was directed that the Unappropriated Contingency Motion x Reserve not be reduced. Ayes x x x x x Noes x x 19. Councilman Rogers made a motion to raise the tax rate up to $1. 1865 to meet the Budget, which motion was withdrawn. Councilman Rogers made a motion to raise the tax rate to the amount required to balance the Budget for this fiscal year, which motion was withdrawn. Jack Beckwith, President of Newport Beach Employees i Association, spoke from the audience and requested Council to give further consideration to the Association's suggested 7. 5% increase in City employees' salaries, which would be a figure that would come close to meeting the Council's policy of reimbursement at prevailing average rates. The public hearing in connection with the preliminary annual Budget for the fiscal year 1967 -68 was continued to 1:30 P.
