1. Items on the Study Session agenda were discussed.
Councilman Parsons arrived and took his place at the
Council table at 1 :45 P.M.
Additional Study Session agenda matters were '
discussed.
A staff report was given on the status of the search
for a lawn bowling site, and it was agreed that the
next staff report should be on July 10, 1967 in
connection with what could be done about the deed
restrictions, and the City Attorney was directed to
give an opinion at that time on how the deed
restrictions could be changed.
HEARINGS:
Mayor Gruber opened the continued public hearing in
connection with the preliminary annual Budget for the
fiscal year 1967 -68,

Mayor Gruber stated that anyone present desiring to be
heard should so speak.
1. City Manager Harvey Hurlburt gave a report on
salaries and stated the following three methods for
raising the $59, 000 needed for the 510 raise
effective July 1 could be used: a raise in the tax
rate, borrowing from the Water Fund, or a reduction
in the Capital Improvement Projects - $100, 000 for
Sewers decreased to $70, 000 and $100, 000 for
streets and alleys decreased to $71, 000.

It was directed that the analysis of the water rate
structure, including the present policy of setting
aside money for future water sources, should include
sewer capital improvements; and the report should be
brought back to Council in three months, rather than
six months. .
The public hearing in connection with the preliminary
annual Budget for the fiscal year 1967 -68 was continued

The Council adjourned to an Executive Session in
connection with appointments to Boards and Commissions
and in connection with salaries for Council- appointed
positions.
The Council reconvened at 5:28 P.M., and the meeting
