A notice dated February 26 from Local Agency For- mation Commission of public hearing to be held .62 March 13, 1968 on the proposed annexation to the City of Costa Mesa designated as Palisades No. 2 Annex - Hrg Mesa ation at which time representatives of cities and ides districts may appear on behalf of the district or city, was presented with a notice dated February 19 from Local Agency Formation Commission of public hearing to be held March 13, 1968 on the proposed annexation to Costa Mesa County Water District designated as Annexation No. 27. Planning Director Ernest Mayer, Jr. reported on the findings of the Planning Commission regarding a proposed annexation of the westerly part of the Santa Ana Heights study area. The following people from the audience participated in i a discussion of the proposed Santa Ana Heights area annexations: Sylvia Richardson, Fred Scott, Eleanor Fuller, Mrs. Peter P. Andrews, A. J. Delphino, Jim Satterwhite, Mrs. Jeannette Connor, Mrs. Merlin P. Golson, Blanche Graves and John Norris. It was explained to those present in the audience that all annexation procedures were established by State laws that before an annexation is accomplished, the people have three separate opportunities to express their wishes, i.e., as petitioners when the official petition requesting annexation is circulated by the proponents, as property owners when a public hearing is held to hear protests, and as voters when a special election is held. Councilman Rogers made a motion to adopt Resolution Motion x No. 6712 with Exhibits "A” and "B" to include the territory north of Palisades Road. A discussion was had. Councilman Parsons suggested that a joint committee of Costa Mesa and Newport Beach for the purpose of discussing and studying future boundaries of the cities be established with each city appointing two Council members and one Planning Commission member. Santa Ana Hgts Cl CITY OF NEWPORT BEACH Volume 21 - Page 223 March 5. 1968 COUNCILMEN p pPnA pm m oywo cr1 A vote was taken on Councilman Rogers' motion, and Resolution No. 6712, making application to the County Roll Call: of Orange Local Agency Formation Commission for Ayes x x x x annexation of certain territory to the City of Newport Noes x Beach, was adopted. Absent x Mayor Gruber designated Councilman Parsons and Councilman Rogers and one member of the Planning Commission, yet to be determined, to constitute the committee to represent the City of Newport Beach in a Council boundaries study and to meet with the City of Costa Mesa representatives who will be appointed, or have been appointed, by the Costa Mesa City Council and to discuss in a joint study the Costa Mesa - Newport Beach boundaries in the County areas adjacent to both cities. It was agreed that the designation of this committee, in order that it might get to work right away, would be confirmed at the next regular Council meeting. The meeting was adjourned at 8:45 P. M.
