She declared that the whole number of votes cast in the City was 8, 133 and that the following Councilmen were elected: District Two Donald A. McInnis District Five Edgar F. Hirth District Seven Lindsley Parsons She also declared that Charter Amendments Nos. One, Three and Four as proposed were approved and Charter Amendment No. Two as proposed was defeated. Detailed information regarding the Amendments and the voting at the precincts are contained in Exhibit A of Reso- lution No. 6750, being a resolution of the City Council of the City of Newport Beach reciting the fact of the General Municipal Election held in said City on the 9th day of April, 1968, declaring the result thereof and such other matters as are provided by law. Exhibit A is attached to these Minutes and thereby made a part hereof. Resolution No. 6750 was adopted after the reading of the Motion x resolution was waived by unanimous consent of the Council. Roll Call: Ayes xxxxxx x Mayor Gruber expressed his appreciationf and, ,t anks to the Council and to the staff for their fine cooperation during the years that he had served as Mayor. The privilege of the floor was extended to Councilman Forgit and Councilman Cook. The Mayor requested the elected candidates to come for- ward, and the City Clerk delivered Certificates of Election to them. The City Clerk administered the Oath of Office, as prescribed in the State Constitution, to the newly elected members of the Council. The Mayor requested Councilman Parsons, Councilman Hirth and Councilman McInnis to be seated at the Council table and invited Councilman Forgit and Councilman Cook to join him at the lectern. Mayor Gruber presented Councilman Forgit with a bronze plaque in appreciation of his dedicated service as Councilman from 1964 to 1968. Mayor Gruber presented Councilman Cook with a bronze plaque in appreciation of his dedicated service as Council- man from 1960 to 1968. A tie clasp with the City Seal and a key to the City were also given to each outgoing Council- man. Tide Use Anmr Legi Post A motion to express to Mayor Gruber the appreciation of the Council and the citizens of the City for the fine service he has rendered as Mayor of the City of Newport Beach for Motion x the past four years was unanimously carried. Ayes x x x x x x x The Mayor turned the meeting over to City Clerk Laura Lagios, who presided as Chairman Pro Tempore for selection of the new Mayor and Mayor Pro Tempore. The procedure to vote separately on separate nominations for the office of Mayor and the office of Mayor Pro Tem- Motion x pore and to vote publicly by roll call vote was established. Ayes x x x x x x x Councilman Gruber nominated Councilman Doreen Marshal for the office of Mayor. The nominations were closed. Ayes x x x x x x x The City Clerk announced that the newly elected Mayor was Doreen Marshall. Councilman Gruber nominated Councilman Lindsley Parsons for the office of Mayor Pro Tempore. Ayes x x x x x x x The City Clerk announced that the newly elected Mayor I Pro Tempore was Lindsley Parsons. Mayor Marshall took office and expressed her appreciation for the opportunity to serve the Council and the community as Mayor. ADDITIONAL BUSINESS: lands 1. SECTION 2< That said regular general municipal election was held for the purpose of electing the following officers of said City as required by the laws relating to cities in the State • of California, to wit: District Seven: Lindsley Parsons Donald A. Bolton That the measures voted upon at said election are as follows: PROPOSED CHARTER AMENDMENT NUMBER ONE: Shall Section 401 of the Charter, requiring that to be eligible to hold office • as a member of the City Council a person shall have been a quali� fied elector of the district from which he is nominated or appointed for at least one year immediately preceding his nomi- nation or appointment, be amended to change the one -year require- ment to ninety days? PROPOSED CHARTER AMENDMENT NUMBER TWO: Shall Section 705 of the Charter be amended to authorize the City Council to provide by ordinance for payment of an allowance of not to exceed Fifty Dollars in any month to members of City boards or commissions established by the Charter to defray out -of- pocket costs? 2. Three Members of the City Council of said City for the full term of four years. SECTION 3. That at said regular general municipal election, the following measures were submitted to the electors of said City, to wit: Four proposed Charter Amendments, desig- nated as Proposed Charter Amendments Numbers One through Four. SECTION 4. That the whole number of votes cast in said City, except absent voter ballots, was 7886 ; that the whole number of absent voter ballots cast in said City was 247 ; making a total of 8133 votes cast in said City.. SECTION 5. That the names of persons voted for at said election for Members of the City Council are as follows: District Two: Al Forgit Donald A. McInnis Gerard (Jerry) Wooters District Five: P. D. (Dee) Cook Ed Hirth District Seven: Lindsley Parsons Donald A. A majority of the qualified voters voting on Charter Amendment Number Three did vote in favor thereof and it was adopted. A majority of the qualified voters voting on Charter Amendment Number Four did vote in favor thereof and it was adopted. SECTION 7. The City Clerk shall enter on the records of the City Council a statement of the result of said election showing. (1) The whole number of votes cast in the city. (2) The names of the persons voted for. (3) The measures voted upon. (4) For what office each person was voted for. (5) The number of votes given at each precinct to each person, and for and against each measure. (6) The number of votes given in the city to each person, and for and against each measure. SECTION 8. The City Clerk shall immediately make and, upon compliance by the persons elected with the provisions of Section 11565 and Section 11568 of the Elections Code of the State of California relating to the filing of campaign state- 40 ments, shall deliver to each of such persons so elected a Certificate of Election signed by her and duly authenticated, shall administer to each person elected the Oath of Office pre- scribed in the State Constitution of the State of California. and shall have them subscribe thereto and file the same in her office.
