Minutes of SPECIAL MEETING OF THE CITY COUNCIL
Date of Meeting: February 18, 1969
Time of Meeting: 4:30 P. M.
Place of Meeting: Council Chambers
Roll Call:
Mayor Marshall called the Special Meeting to order and
stated that said meeting was called for the purpose of
discussing matters relating to oil drilling problems and
specifically in connection with the State permit to Shell
Oil Company for a test bore one mile offshore from
Corona del Mar and to adopt a resolution asking that said
permit be withdrawn and that a hearing be held on the
matter before the State Land Lands Commission.
Councilman Hirth joined the meeting and took his seat
at the Council table,
City Manager Harvey Hurlburt reviewed the following
• matters: staff activities in connection with offshore
drilling and oil pollution, resolution of'the Board of Super-
visors urging the Federal Government to recognize the
ail established oil sanctuary offshore from the Santa Ana
�arictuasy River south and that no drilling operations be permitted

within the adjacent federal waters of said sanctuary,
resolution proposed by the City of Carmel to League of
California Cities in connection with the League's spon-
soring legislation in the 1969 General Session prohibiting
the exploration for oil or gas on lands heretofore es-
tablished as sanctuaries, suggestions from Marine Safety
Director Robert Reed and the permit from the State Lands
Commission for geological survey by Shell Oil Company. ,
City Attorney Tully Seymour discussed the permit issued
by the State to Shell Oil Company.
Mayor Marshall stated that a telegram had been received
• from Assemblyman Cory stating his deep concern on off-
shore oil drilling and its related problems and that he
intends to hold hearings in this area to develop legislation
to deal with the problems.
A letter from Robert J. Ball urging the Council to dispatch
a representative to the Governor requesting him to rescind
the Shell Oil exploratory permit and stating that if oil is
found, there will be resultant competitive drilling on
federal and state leases, was presented.
George Zebal and Jerry Collins participated in the dis-
cussion,
A discussion was had regarding a proposed resolution.

Vice Mayor Parsons made a motion to adopt amended

Resolution No. 6929, requesting the State Lands Com-
mission of the State of California to hold a public hearing
for the purpose of considering revocation of all permits
previously granted by the Commission which authorize
geological sampling operations, including drilling
operations, under the tide and submerged lands, and
further requesting that the Commission take immediate
action to suspend said permits and to order a halt in all
exploratory operations pending said public hearing.
Mrs. Howard Babb, representing Friends of Newport
Beach, Sierra Club and Audubon Society, expressed
gratitude to the Council for the strong stand it was about
to take with regard to oil test drilling off Newport Beach,
and read a petition bearing 350 signatures of Newport
Harbor residents asking that no oil drilling be allowed off
the Orange County Coast and also read a petition circu-
lated in the City of Santa Barbara which has been sent to
President Nixon, demanding a moratorium on all offshore
drilling operations. Mrs. Babb stated she would forward
her petition to the State Lands Commission.
A vote was taken on Councilman Parsons' motion, and

It was the consensus of the Council that the City Attorney
be instructed to prepare a resolution similar to the one
prepared by the City of Carmel to the League of California
Cities for review on February 24.
The meeting was adjourned at 5:45 P. M.
