Salary Survey City Manager Harvey Hurlburt reported on the benefit survey and insurance plan and indicated changes in the Salary and Benefit Survey as a result of discussions with the Employees Association. Bill Kelter, insurance consultant, reported on the proposed insurance plan in connection with the salary and benefit recommendations. • The insurance plan was discussed. The City Manager stated that he was withdrawing his recommendation for change in the vacation plan since the employees prefer the existing plan. The matter of increased benefits for retired employees was discussed. The City Manager assured Council that his office would come back with recommendations on this matter within sixty days. City Manager Harvey Hurlburt reported on the blanket in- crease recommended in the salary survey. It was recog- nized that the information concerning Council appointed positions of City Manager, City Attorney and City Clerk was included as information and guidance only and that a blanket increase would not be applicable to these positions. Jack Beckwith, President of the Employees Association, • spoke from the audience stating that the Association con- curred in the Manager's recommendations. He also re�- quested that any increase for retired employees be made retroactive to July 1, 1969. Councilman Shelton stated that he would like to have explored the possibility of retro- activity to January 1, 1969. Councilman Shelton made a motion to approve in principle Motion x the Salary Benefit Survey and Recommendations as sub- mitted, including the insurance package in its entirety, that Council take under advisement the matter of Council appointee salaries, and prior to Budget adoption reconsider such further adjustments in the recommendations as may be forthcoming. • Page 255 ,&ex 7 - • 0 • CITY OF NEWPORT BEACH Volume 22 - Page 256 Mav 24. 1 qAq COUNCILMEN s q 9 N y N f N y P x Councilman Gruber made a substitute motion to approve, effective July 1, 1969, the special salary adjustments as recommended in the alphabetical list of permanent classes and salary range assignments on pages 77 to 80, inclusive, of the Salary and Benefit Survey dated May, 1969, including the changes dictated into the record by the City Manager, with the exception that no special adjustment or ranges would be effective or apply to the positions of Assistant City Manager, General Services Director, Marine Safety Director, Public Works Director - Street Superintendent, Administrative Assistant to the City Manager, Librarian, Motion Personnel Analyst, Personnel Officer, and with amendment Ayes x x to take up an intensive, deep examination of such positions Noes x x x at a later time, which motion failed adoption. Absent x A vote was taken on Councilman Shelton's motion, and the Ayes x x x x x Salary Benefit Survey and Recommendations, as submitted, Absent x were approved in principle, including the insurance package in its entirety, with the Council appointee salaries to be taken under advisement and reconsideration to be given as necessary prior to Budget adoption to further adjustments in the recommendations, with the additional understanding that questions Council might have would be explored further with the staff about the rationale or the reasons for indi- vidual recommendations or additional adjustments. City Manager Harvey Hurlburt mentioned that the Fire Department personnel had requested a change in work hours, and that he would look into the matter and report back to Council.
