CURRENT BUSINESS:
1. A report from the Ad Hoc Fire Station Architectural
Fire
Selection Committee regarding the retention of an
Station
architect for design of the Newport Center Head-
quarters Fire Station was pgesented.

The engagement of William P. Ficker was authorized
yes.

to provide architectural services for the Headquarters
Fire Station to be constructed in the vicinity of
Jamboree Road and Santa Barbara Drive, and the
staff was directed to prepare an Architectural Service
Agreement with Mr. Ficker for said project in accord-
ance with the terms of the standard A. 1. A. contract,
with amendments to cover the additional expense of
detailed cost estimating by the firm of Halvorsen and
Dingman and landscaping consultant services to be
provided by the firm of Lang and Wood.

2. The Upper Bay development was discussed, including
Back Bay
The Irvine Company's computation on Back Bay Drive
Drive
vs. tideland boundary, City controls, and conse-
quences if the Upper Newport Bay land exchange
should fail.
The Council adjourned to Executive Session at 9:15 P.M.

The Council reconvened at 10:45 P.M. with all members

The City Council, taking into account the public
interest in the future of the Upper Bay, desires to
reexamine its policy concerning the Upper Bay
exchange and is concerned with the need for com-
prehensive planning for the entire area. As a
preliminary step to the reconsideration of the present
