Date: April 21, 1970 index resent x x x x x x x Roll Call. CURRENT BUSINESS: _ • 1. The City Clerk submitted her Certificate of Canvass, Gener; dated April 16, 1970, as to the results of the votes Munic: cast on April 14, 1970 in the General Municipal Electi, Election. She declared that the whole number of votes cast in the City was 81 929 and that the following Councilmen were elected: District One Howard Rogers District Three Carl J. Kymla District Four Milan M. Dostal District Six Richard D. Croul 2. Resolution No. 7175, a resolution of the City of R -717°_ Newport Beach reciting the fact of the General Muni- cipal Election held in said City on the 14th day of April, ' 1970, declaring the result thereof and such other mat - ters as are provided by law, with City Clerk's Cer- tificate of Canvass attached thereto as Exhibit A, was Motion x adopted after the reading of the resolution was waived Ayes xxxxxxx by unanimous consent of the Council. Mayor Doreen Marshall expressed her appreciation and thanks to the Council, the staff and to members of the press for their genuine interest in the.City's well being and for their fine cooperation during the years she had served as Mayor, and she expressed appreciation to the many citizens of Newport Beach for their interest and participation in City affairs. Vice Mayor Parsons, on behalf of the Council, pre- sented a resolution to Mayor Marshall, being a reso- lution of the City Council of the City of Newport Beach • expressing appreciation to Doreen Marshall for her dedicated service as Mayor of the City of Newport Beach from April 16, 1968 through April 21, 1970. The Council then presented a bouquet of long stemmed yellow roses to her. The privilege of the floor was extended. to Councilman Gruber and Councilman Shelton. 3. The City Clerk administered the Oath of Office, as prescribed in the State Constitution, to the newly ' elected members of the Council. The Mayor invited Councilman Rogers, Councilman Kymla, Councilman Dostal and Councilman Croul to be seated at the Council table. The outgoing .Councilmen joined the Mayor at the lectern. Mayor Marshall presented Paul Gruber with -a bronze plaque in appreciation of his dedicated services to the City of Newport Beach as Councilman from 1962 to 1970 and as Mayor from 1964 to 1968 and also presented him with a City flag. Mayor Marshall presented Robert Shelton with a bronze plaque in appreciation of his dedicated services to the City of Newport-Beach as Councilman from 1965 to 1970. Vice Mayor Parsons presented. Mayor Marshall with a bronze plaque for her dedicated services to the City of Newport -Beach as Councilman from 1962 to 1970 and as Mayor. from 1968 to 1970 and also presented her with a mounted gavel in recognition of her outstanding leadership as Mayor of the City of Newport Beach. 5. Mayor Marshall turned the meeting over to City Clerk Laura Lagios, who presided as Chairman Pro Tempore ' for selection of the new Mayor and Mayor Pro Tempore. lotion x The procedure to vote by secret ballot for nominations ,yes XXXXXXX of the Mayor and Mayor Pro Tempore; -with the one receiving a majority vote being the nominee, and the election then being conducted by roll call vote, was established. The Deputy City Clerk passed out ballots to the I Council for the office of Mayor. Chairman Lagios stated that the first ballot was a tie ,and called for another ballot. Chairman Lagios announced there was a majority of votes cast for Councilman Hirth. yes x x x x x x x A roll call vote was taken, and Edgar F. Hirth was elected as Mayor of the City of Newport Beach. The Deputy City Clerk passed out ballots to the Council for the office of Mayor Pro Tempore. Chairman Lagios announced there was a majority of votes cast for Councilman Rogers. Mayor Hirth took office and expressed his apprecia- tion for the opportunity to serve the Council and the City as Mayor. ADDITIONAL BUSINESS: Motion x 1. The appointments of members to the Orange County Co S Ayes x x x x x x Sanitation Districts Nos. 5, 6 and 7 were postponed Dist to April 27, 1970.
