Roll Call.
BUDGET FOR FISCAL YEAR 1970 -71:
MINUTES
The preliminary Annual Budget as prepared by the City
Manager for the Fiscal Year 1970 -71 was considered.
Mayor Hirth, with the unanimous consent of the Council,
stated that actions on the Budget during the preliminary
consideration would be on a Council consensus basis and
would not be by formal vote.
Councilman McInnis presented a list of recommended
Budget reductions.
Councilman Parsons arrived at 8:10 a. m.
Commencing with the City Manager's Department, each
departmental budget, except the Police Department and
the Library, was considered in the order of the prelimi-
nary Budget,
ADDITIONAL BUSINESS ITEMS:
1. A report was presented from Councilman Parsons
regarding proposed discharge requirements for
Crystal Cove ocean outfall.
The Mayor was authorized to send a letter to the
Santa Ana Regional Water Quality Control Board
requesting a 30 -day delay in its hearing scheduled
for June 19 in connection with its tentative resolution
70 -21, which contains requirements for a proposed
ocean outfall in the Crystal Cove area for the Irvine
Ranch Water District.
2. Paul Ruffing, representing William P. Ficke r, A. I. A.,
reviewed architectural plans for the Newport Center
fire station.
Councilman Kymla expressed the Council's. appreciation
to the.following citizens for 'their attendance at,.and parti-
cipation in the budget review:: Forrest Fulmer, John
Weller,' Roland Landegren and:Ke'nneth! Fowler, repre-
senting the Newport,Heights Hoineowner's,:Association;
Sam Downing and Angus',Potter.;..

MINUTES
Mayor Hirth adjourned the meeting at 12:15 P.M. for
lunch at the Blue Dolphin Restaurant and the meeting
reconvened at 1:30 P.M. with all members present, for
continued consideration of the Budget.
The City Manager was requested to prepare a status
report on the Budget showing the tentative deletions
agreed upon during the session.
The meeting was adjourned at 3:10 P. M. to 4:00 P. M. ,
Monday, June 15, 1970 for a public hearing on the 1970-
71 Fiscal Year Budget.
