Date: March 16, 1971 Roll Call: CURRENT BUSINESS: MINUTES 1. City Clerk Laura Lagios presented her Certificate of Canvass dated March 11, 1971 as to the results of votes cast on March 9, 1971, in the Special Municipal Election, setting out the number.of votes given at each precinct, the number of votes for and against each measure, declaring that the total number of votes cast in the City was 13, 349 and further declaring that the Initiative Measure to rescind a portion of the Route 1 freeway agreement and the Charter Amend - ment to provide for vote of electors on any proposed freeway within the City each received a majority of votes in favor thereof and were adopted. Resolution No. 7386, a resolution of the City of New- port Beach reciting the fact of the Special Municipal Election held in said City on the 9th day of March, 1971, declaring the result thereof and such other matters as are provided by law, with City Clerk's Certificate of Canvass attached thereto as Exhibit A, was adopted after the reading of the resolution was waived by unanimous consent of the Council. Councilman McInnis made a motion to request the City Attorney to draw a resolution for Council consid- eration on March 22 covering Item 1 on the ballot, which would cover the mandate of the people and cover the Council's intention to appoint a committee to renegotiate the 1968 Freeway agreement and also pro- vide for a rescission action with a time certain, the time certain to be left blank until the whole Council is present to discuss it. Paul Gruber, former member of the City Council, spoke from the audience, objected to the word "rene- gotiate" and suggested the resolution state that the City wished to rescind the freeway agreement in accordance with the mandate of the electorate. Roy B. Woolsey spoke from the audience and stated that the vote was to rescind a portion of the freeway agreement. A vote was taken on Councilman McInnis' motion, which motion carried. The meeting was adjourned at 5:43 P.M.
