PUBLIC HEARING:
Mayor Hirth opened the continued public hearing for the
purpose of considering the Preliminary Budget as pre-
pared by the Acting City Manager for the Fiscal Year
1971 -72, pursuant to Section 1102 of the City Charter.
1. An opinion from the Acting City Attorney regarding

contribution of funds to the olympic pool was received

and ordered filed.
Z. A report was presented from the Parks, Beaches and
Recreation Director regarding the proposed develop-
ment program of West Jetty View Park.
Parks, Beaches and Recreation Director Cal Stewart
gave a brief staff report.
The development of the West Jetty View Park, as
recommended by the Parks, Beaches and Recreation
Commission, was approved.
3. Acting City Manager Philip Bettencourt reported on
the meet and confer discussions with the Employee
Associations' representatives, and stated that agree-
ment on the Memorandum of Understanding with all
three Associations had been reached that morning
and a written report would be sent to the Council in
the next few days for action at the July 12 meeting.
The hearing was continued until 7:30 P.M. that
evening, June 28, 1971.
Mayor Hirth adjourned the meeting for the purpose of
going into an Executive Session to discuss personnel
matters regarding the appointment of a City Manager.
The Council reconvened with all members present,
and the Mayor immediately declared the meeting
adjourned at 4:45 P.M. to 7:30 P.M. that evening,
June 28, 1971.
