1. A report was presented from the City Attorney regard
ing Educational Incentive Plan - Phase II.
The Scholastic Achievement and Performance Incen-
tive Plans were discontinued; and the Modified Edu-

cational Incentive Plan, as recommended in the City

Manager's report dated January 10, 1972, in the

amount of $10, 000, was approved.
2. A report was presented from the City Manager regard
ing automotive and comprehensive public liability
insurance coverage.
Resolution No. 7615, awarding a three -year contract
to Anderson and Milum representing Pacific Indemnity
Company as the primary carrier and Midland Insur-
ance Company as the excess carrier for $5, 000, 000
combined single limit personal injury and property
damage insurance, was adopted after the reading of

the resolution was waived by unanimous consent of

the Council.
COMMUNICATIONS:
1. A letter addressed to Fred A. Harper, General
Manager of the Orange County Sanitation Districts,
from Lindsley Parsons, as Vice President of the
Southern California Coastal Water Research Project,

regarding an interim report on the intent and purpose

of the Coastal Water Research Project, was ordered

filed.
