Mayor Hirth stated that the Special Meeting was being held

for the specific purpose of considering the revocation of

Building Permit No. 48890 in connection with construction
No., 41
of a new five -story office building at 270 Newport Center
Drive.
A report was presented from the City Attorney regarding
revocation of subject building permit..
The following people spoke on the matter: Dave Gambill,
President of Harbor View - Broadmoor Community Associ-
ation; Bob Warman; Ed Cavanaugh; Bob Conrad; John
Baker; Mrs. Baugh; Thomas Woodruff, attorney repre-
senting the homeowners association; Larry Moore and Al
Auer, representing The Irvine Company; Tully Seymour,
representing the developer, John Shea, Jr; and John
Hamilton, representing Don Koll Company, the construc-
tion company contracted by Mr. Shea. Tully Seymour
presented a letter to the Council regarding the building
permit for subject office building.

The City Clerk read a letter from Paul Ryckoff in favor
of delaying the construction in question, and_a letter from
the Harbor View Hills Homeowners Association urging
the Council to put a ninety -day moratorium on the building
in question.
Attorney Tully Seymour stated that a moratorium would
be unacceptable to his client.
