of Costa Mesa objecting to any modification of the
distribution of sales and use taxes throughout the
state,. which would base said distribution on the popu-
lation factor or other fees, and declaring the reasons
therefor.

of Buena Park opposing Assembly Bill 232 which
would permit employees of a local agency time off to
prepare for representation and to represent employee
of the public agencies.

of Seal Beach opposing Senate Bill 100 and Assembly
Bill 200 which relate to the California Coastal Zone
and making an appropriation therefor.

3. Mayor Pro Tem Rogers made a motion to direct the
staff to prepare an ordinance establishing a 28 -foot

height limit on all new buildings in the City of Newport
Li
Beach; the ordinance should require a full public
hearing before the Planning Commission prior to con-
sideration or issuance of a building permit for any
structure exceeding twenty -eight feet in height; appeal
from the decision of the Planning Commission to the
City Council should be available to both the developer
and interested citizens; and the ordinance should
remain in effect until such time as the General Plan
of the City of Newport Beach is adopted.
Angela Ficker White, Walter Ebert, Ginger Page and
Allan Beek spoke from the audience in favor of the
proposed height limitation. Lou Clark spoke against
such a height limitation in residential districts.
Charles Griffin asked that a decision on the matter
be held up until the court case regarding environ-
mental impact studies is settled.
A discussion was had regarding exclusion of certain

areas.

Mayor Hirth stated that as this was Councilman Parsons'
last regular Council meeting after eight years of dedicated
service on the Council, the meeting would be adjourned in
his honor.
At the request of Councilman Parsons, the Council met in
an Executive Session to discuss possible litigation.
The Council reconvened with all members present.
The meeting was adjourned in Councilman Parsons' honor,
to 4:30 p.m. , April 18 for the purpose of receiving the
City Clerk's Certificate of Canvass of the results of the
General Municipal Election, installation of the newly
elected Councilmen and election of Mayor and Mayor Pro
Tempore.
