MINUTES
The reading of the Minutes of the Regular Meeting of
October 28, 1975 was waived, and said Minutes were approved
as written and ordered filed.
The reading in full of all ordinances and resolutions under
consideration was waived, and the City Clerk was directed
to read by titles only.
HEARINGS:
INDEX
1. Mayor McInnis opened the public hearing in connection Weed
with the Fall 1975 Weed Abatement Program. Abatement
A report was presented from the Fire Chief dated
October 30, 1975 regarding the abatement of weeds and
other nuisances within the City and submitting the
Assessment List for the Fall 1975 Program.
The hearing was closed after it was determined that no
one desired to be heard.
Resolution No. 8628, confirming the report of the Fire R -8628
Chief concerning the cost of the abatement of weeds
and other nuisances, and requesting the Auditor -
Controller of Orange County to enter the amount of
each assessment referred to in said report on the
County tax roll, was adopted.
2. Mayor McInnis opened the public hearing in conformance Alley
with Resolution No. 8606, a Resolution of Intention to Vacation
vacate, close up, and abandon an alley westerly of
Lafayette Avenue between 31st Street and 32nd Street,
for the purpose of hearing all persons interested in
or objecting to the proposed vacation.
A report was presented from the Public Works Director.
The hearing was closed after it was determined that no
one desired to be heard.
Resolution No. 8629, ordering the vacation and abandon- R -8629
ment of a portion of an alley westerly of Lafayette
Avenue between 31st Street and 32nd Street, was
adopted.
3. Mayor McInnis opened the public hearing regarding the HUD
second year Community Development HUD Block Grant 1
Program for the City of Newport Beach.
A report was presented from the Community Development
Department.
A report addressed to Mayor McInnis from the Community
Development Citizens Advisory Committee was presented
recommending that the second year HUD Block Grant
proposal conform to the objectives of the site
acquisition for a Senior Citizens Center by requesting
additional funds for the site acquisition.
The following members of the Community Development
Citizens Advisory Committee addressed the Council and
urged the City's participation in the second year

General Plan Amendment No. 26, a proposed amendment

2) add a definition of "buildable acreage," and
3) revise the wording of certain sections of the
elements.
A report was presented from the Community Development
Department.
A.letter was received after the agenda was printed
from the Balboa Island Improvement Association in
support of Amendment No. 26.
A letter was received after the agenda was printed
from Goldie Joseph in opposition to Amendment No. 26.
The following people addressed the Council in favor of
Amendment No. 26: Shirley Knutsen, Virginia Vosburg
of the Bluffs Homeowners Association, Carl Gregory of
the Central Newport Beach Community Association read a
letter from the Association, Joan Burwell of the
Balboa Island Improvement Association, Bob Millar as
President of the Balboa Island Property Owners Associ-
ation and Jean Watt for SPON.
The following people addressed the Council in op-

Banning and Hollis Wood.
David Neish and Tom Wolff, representing The Irvine

Robert Cooper as a member of the Environmental Quality
Control Citizens Advisory Committee to replace Ronald
L. James was confirmed.
5. It was agreed to postpone the following appointments
to the Litter Control Citizens Advisory Committee to
November 24, 1975:
(District 3) Councilman Barrett's appointment of
a member to fill the vacancy created by the
resignation of Jean Sippy (Newport Beach Chamber
of Commerce representative).
(District 6) Councilman Kuehn's appointments of
members to fill the vacancies created by the res-
ignations of Margie Sandor and Aileen Zimberoff.
CURRENT BUSINESS:
1. A letter from Jean Harman resigning from the Litter
Control Citizens Advisory Committee was presented.
It was agreed to postpone (District 5) Councilman
Ryckoff's appointment of a member to the Litter
Control Citizens Advisory Committee to fill the
vacancy created by the resignation of Jean Harman
(Unified School District representative) to Novem-
ber 24, 1975.
2. A letter from Valerie Murley resigning from the
Environmental Quality Control Citizens Advisory
Committee and a post card from the Environmental
Quality Control Citizens Advisory Committee regarding
absenteeism on the Committee were presented.
It was agreed to postpone the following appointments
to November 24, 1975:
(District 4) Mayor Pro Tem Dostal's appointment
of a member to fill the vacancy created by
Valerie Murley's resignation.
(District 6) Councilman Kuehn's appointment of a
member to replace Joseph E. Brown.
3. A letter from Angus Potter was presented regarding the
shortage of parking at the Newport Harbor Lawn Bowling
Club and requesting permission to park on the west
side of Crown Drive North.
A report was presented from the Traffic Affairs Com-
mittee.
Dan Rogers, representing the Broadmoor Hills Community
Association, addressed the Council and objected to
parking on the west side of Crown Drive North.
The request was referred to the Parks, Beaches and
Recreation Department to evaluate the off - street
parking needs for San Joaquin Hills Park and report
back on January 12, 1976.

signing materials and hiring of meter maids in con-
nection with the Corona del Mar and Lido Isle street
sweeping programs, to Regular Salaries - Police, Field
Maintenance - Special Departmental Supplies, General
Fund.
BA -26, $13,700 increase in Revenue Estimates and in
Unappropriated Surplus for increase in revenues from
parking fines in connection with the Corona del Mar
