Happy Friday! Our next City Council meeting is Tuesday, June 11. The following are
items that may be of interest. As always, this is not a summary of the entire agenda,
which can be viewed here.
Study Session begins at 5:00 p.m. to discuss proposed changes to the Short Term
Lodging Permit ordinance. Council provided direction at the January 22, 2019 study
session for staff to come back with amendments to address impacts to the residential
neighborhoods. Since the January study session, requirements on the hosting platforms
have been upheld for the City of Santa Monica, so we are also including provisions used
by Santa Monica for Council consideration. Feedback from this study session will be
incorporated into a draft ordinance that staff will bring back to Council.
The Regular Session begins at 7:00 p.m. and the following are items of note:
• On the consent calendar is authorization for the temporary closure of selected
streets during the July 4th holiday if necessary, formation of an Ad Hoc
Committee to review the City's two 1989 Law Business Improvement Districts
(BIDS) - the Corona del Mar Bid and the Newport Beach Restaurant Association
BID, tentative agreements with the City's Part Time Employees Association and
the Fire Management Association — both for 3 year terms, confirmation of
appointments for the re -constituted Aviation Committee and the confirmation
of nominees for the Board and Commission scheduled vacancies. The
appointments to these vacancies will be conducted at the June 25th City Council
meeting.
• The public hearing and adoption of the FY 2019-20 Budget will be considered on
June 11th. The proposed budget for all funds is $400 million, which includes
operating and capital project expenditures including project re -appropriations.
The General Fund, the City's primary fund for essential services and operations, is
balanced with total revenues and resources of $252.3 million and total
expenditures of $250.4 million. This leaves a surplus of $1.9 million. Proposed
budget revisions, if approved, would reduce the surplus to $677,000. With strong
revenue growth in property tax and careful allocation of funds for services, this is
a fiscally sound budget for the next year. Additionally, the budget addresses long-
term liabilities including pension costs and infrastructure needs, continuing a
strong foundation for future fiscal sustainability. I'm proud of the hard work all of
the departments put into developing the budget and the Finance Department in
particular for managing these efforts.
• An amendment to Title 20 of the Zoning Code is recommended to correct an
error in the name of the RM -D Zone, when it was inadvertently changed from
Medium Density Residential (RMD) to Multiple Residential Detached. The
amendment will correct the name back to RMD and revise the purpose of the
zone to allow for attached units, consistent with the historic pattern of
development and the prior version of the Zoning Code.
• The Harbor Pointe Senior Living Project, a 99 -bed assisted and memory care
community, is seeking tax-exempt financing through the California Statewide
Communities Development Authority. In order to move forward with the
financing, tax law requires the local jurisdiction where the project will take place
to hold a public hearing and approve the proposed financing. However, it is
important to stress that the City of Newport Beach will have no financial or legal
obligation, liability or responsibility for the project or the repayment of the bonds.
As a reminder, public comment is welcome at the City Council meeting. The public can
comment on any item on the agenda. If you cannot attend the meeting and/or want to
