The City Clerk submitted her Certificate of Canvass General f I as to the results of votes cast on April 8, 1980, Municipal I I in the General Municipal election, which Certifi- Election I cate is attached hereto and made a part of these (12) Minutes. The City Clerk stated that the total number of votes cast in the City was 15,620, and that the I following Councilmen were elected: District Two Ruthelyn Plummer District Five Philip R. Maurer District Seven John C. Cox, Jr. 2. Resolution No. 9767, a resolution of the City Coun- R -9767 cil of the City of Newport Beach reciting the fact -= of the General Municipal Election held in said City on the 8th day of April, 1980, declaring the result thereof and such other matters as are pro- " vided by law; City Clerk's Certificate of Canvass attached thereto as Exhibit A, was presented. Motion x The reading of the resolution in full was waived, All Ayes and Resolution No. 9767 was adopted. 3. Mayor Ryckoff extended the privilege of the floor to the outgoing Councilmen. 4. The outgoing Councilmen stepped down from the Coun- cil table and were presented with plaques of appreciation by the City Manager. The meeting was turned over to the City Clerk. NEW BUSINESS: 1. Maurer and Ruthelyn Plummer took their seats at the Council Table. 2. The City Clerk presided as Chairman Pro Tempore for the selection of Mayor, including the method to be used. Councilman Heather was nominated for the office of Mayor by a majority vote. Motion x Jacqueline Heather was unanimously elected as All Ayes Mayor of the City of Newport Reach. 3. The City Clerk turned the meeting back to the Mayor for the election of the Mayor Pro Tempore. Motion I x 4. The same procedure was established for the election All Ayes of the Mayor Pro Tempore. 5. The City Clerk stated that Councilman Hart had been nominated for the office of Mayor Pro Tempore by a majority vote. Motion x Evelyn Hart was unanimously elected as the Mayor All Ayes Pro Tempore. Motion x 6. Resolution No. 9768, authorizing an allowance of Mayor's All Ayes one hundred fifty dollars per month to the Mayor Allowance in accordance with Section 404 of the Charter, was R -9768 adopted. 7. The City Manager distributed the 1980 -81 Prelimi- nary Budget to the Councilmen. • Dr. Huffman, Senior Pastor from St. Andrews Presbyterian Church, gave the benediction.
