The City Council met in joint session with the
City Manager, City Attorney, City Clerk,
Assistant City Manager, and Department
Directors for a STRATEGIC PLANNING WORKSHOP.

David G. Jones, Ph.D., and Shirley
Poitras of Sentient Systems, Inc., were
the facilitators for the workshop.
Dr. Jones stated that the objectives for
the meeting were as follows:
A. Discuss and Action Plan the
Council Priorities.
B. Increase the communication
and rapport between Council
and their Senior Staff.
C. Resolve specific issues to
improve the effectiveness
and efficiency of the City
Organization.
D. Develop a clear, concise
Mission Statement for City
Government for the last
half of the decade of the
9013.
Dr. Jones suggested the following
standards for this workshop:
A. Be open; express feelings;
listen.
B. Risk new ideas.
C. Share responsibilities for
•
results.
D. Have fun while working.
Council Members and staff were divided
into three group- tables, and each group
was requested to list achievements the
City had made in the last (approximate)
1 -1/2 years.
The results were as follows:
1) Balboa Island Fire Station;
2) Staff and City Council
leadership role in County
issues;
3) Department /City Council
Workshops;
4) Development of Economic
Development Committee;
5) Improvements in West
Newport on the 4th of July;
6) Hoag Local Coastal Program
approval;
7) CIOSA Agreement;
8) New City Manager and new
Department Directors;
9) High quality services /less
money;
10) Near completion of new
Central Library;
•
11) Progress on Ground Water
Project;
12) Disaster Preparedness
Program;
13) Reelection of Clarence
Turner as Mayor;

Dr. Jones discussed and explained the
various levels of leadership relative
to:
1) Bureaucratic
2) Effective
3) True
The results of the Interpersonal
Influence Inventory which had previously
been completed by City Council and staff
was presented. The four personality -type
categories were:
1) Directing
2) Analyzing
3) Supporting
4) Emoting
Dr. Jones also talked about "Flexibility
- Key to True Leadership," noting that
low flexibility ® own agenda; high
flexibility — own agenda, other's
agenda; clear concept of tasks and
goals.

All participants were now asked to write
down "what things make a person most
comfortable in making a decision." He
stated the results would be included in
his follow -up report to the City
Manager.
The Council's Consensus Vision for year
•
2014, developed at their workshop in
January was distributed and discussed;
after which, the three individual tables
action - planned one of the following
subjects:
1) Budgeting;
2) Economic Development; and
3) Advance Planning.
This included describing the issue, the
objective, the options, and neat step.
Dr. Jones advised that these issues,
etc., would be included in his follow -up
report to the City Manager.
Following a short lunch break, the three
groups participated in Round II of
action planning one of the following
subjects:
1) Income Property Management;
2) Infrastructure; and
3) Privatization.
Following discussion of the above, Dr.
Jones summarized four of the main issues
raised by staff at their workshop on
.
March 10:
A. Understanding and staying
with City Council
priorities.
B. On -going communication
between City Council and
Department Heads.
C. Relationship of fees to
cost of service.
D. Discovering how total
community feels before
forming conclusions.
Reference was made by Dr. Jones to a
newspaper article from the Miami Herald,
March 3, 1991 entitled "Reinventing
Government for the 1990's," which
discussed various types of governments
as follows:
A. Catalytic Government -
Steering rather than
rowing.
S. Competitive Government -
Injecting competition into
service delivery.
C. Results Oriented Government
- Funding outcomes, not
inputs.
D. Mission - Driven Government -
Transforming rule- driven
bureaucracies.
