Roberts, Inc. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On November 27, 2018, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. The contract provided for the construction of new water transmission mains, valves, fire hydrants, and water services for Park Avenue between the Collins Island bridge to the alley just west of Marine Avenue. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original bid amount: $2,222,300.00 Actual Cost of Bid Items Constructed: $1,913,972.19 Total Change Orders: $37,158.87 Final Contract Cost: $1,951,131.06 Actual cost of bid items constructed was $308,327.81 less than the original bid amount due to a reduction in originally planned street pavement replacement and water valve replacement work. Street work was minimized during construction as other underground projects are now planned within the same areas. These projects include the recently approved Assessment District AD -113 on West Balboa Island, the potential for further undergrounding efforts on the Island, and future drainage improvements. All of these projects cut into the streets, and full pavement restoration of the streets did not make sense to be pursued at this time. Fund savings will be appropriated with other funding when the streets are to be fully restored in the future. During construction, it was discovered that the existing 12 -inch cast iron water transmission main, located in the alley just west of Marine Avenue, between Park Avenue and Balboa Avenue, had not been re -lined, was in poor condition and in need of replacement. To allow for the replacement of this main in the future and provide reliability until it can be done, Public Works staff directed the contractor to build the planned 12 - inch main on Onyx Avenue between Park Avenue and the North Bay Front Alley (additional two blocks of water main). The existing 12 -inch main in the alley will be downsized with a new 6 -inch water main in the final phase of the Balboa Island Water Main Replacement project, which is scheduled for construction in 2020. The change orders included costs for permanent fencing for the contractor's staging area and overtime costs. With the completion of the project (including the reduction street restoration quantities), the final contract cost is approximately 12.2 percent below the original bid amount. A summary of the project schedule is as follows: Estimated Start of Construction per Annual Baseline Schedule January 7, 2019 Actual Start of Construction Per Notice to Proceed January 2, 2019 Extended Contract Completion Date Inclusive of Extra Work June 28, 2019 Actual Substantial Construction Completion Date May 6, 2019 The project was substantially complete on May 6, 2019 with all water main replacement completed to the satisfaction of the Public Works Department. ENVIRONMENTAL REVIEW: On November 27, 2018, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2 (reconstruction of existing public facilities involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
