TITLE: Balboa Village Streetscape Improvements — Notice of Completion for
Contract No. 7489-1 (17R11)
ABSTRACT:
On November 13, 2018, City Council awarded Contract No. 7489-1 for the Balboa Village
Streetscape Improvements project to Optima RPM. The work is now complete and staff
requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) On November 13, 2018, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c);
b) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project;
c) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with the applicable portions of
Civil Code; and
d) Release Faithful Performance Bond one year after acceptance by the City Council.
FUNDING REQUIREMENTS:
The current adopted budget included sufficient funding for this purchase. The construction
contract was expensed from the following accounts within the budget:

The focus of this project was to refurbish and restore the existing streetscape
improvements in Balboa Village originally installed between 2002 and 2004. Specifically,
this project replaced all the large, aging terra cotta planter pots with new matching planter
pots in dark navy color, re -finished existing navy color planters in place, re -powder coated
brackets of hanging planters, replaced seasonal faux plants in the terra cotta hanging
planters with new navy color pots and plants, enlarged palm tree wells, installed
decomposed granite in tree wells, as well as installed new trash receptacles and benches.
In addition, sections of uplifted lithocrete sidewalk were removed and reconstructed, new
planter areas along Washington Street were created, new trees and plants were installed
and irrigation was provided where needed.
The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

Less lithocrete sidewalk was reconstructed than originally estimated, contributing
significantly to the cost reduction. At the request of the community, additional trees and
irrigation improvements were installed on Balboa Boulevard, which attributed to most of
the change order cost. Five change orders totaling $25,823.81 were approved. With the
completion of the project, the final contract cost is approximately 6.2 percent below the
original bid amount.

The project was substantially complete on May 28, 2019 with all streetscape and
landscaping improvements completed to the satisfaction of the Public Works Department.
Due to the requested extra tree planting and the unforeseen irrigation needs during the
project construction, the original contract completion date was extended to May 28, 2019.
ENVIRONMENTAL REVIEW:
On November 13, 2018, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2 (reconstruction
of existing public facilities involving negligible or no expansion of capacity) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
