I. CALL TO ORDER – The meeting was called to order at 3:00 p.m. Staff Present: Rosalinh Ung, Zoning Administrator Chelsea Crager, Associate Planner II. REQUEST FOR CONTINUANCES III. APPROVAL OF MINUTES ITEM NO. 1 MINUTES OF JUNE 13, 2019 Action: Approved as amended IV. PUBLIC HEARING ITEMS ITEM NO. 2 The Lost Bean Minor Use Permit No. UP2018-025 (PA2018-274) Site Location: 1200 Dove Street Council District 3 Chelsea Crager, Associate Planner, provided a brief project description stating that the project is a minor use permit to allow a take-out service, limited eating and drinking establishment operating as a coffee kiosk in an existing commercial building formerly used as a drive-up bank kiosk. The purpose of the coffee kiosk is primarily to serve businesses and employees of the office buildings on the same property and customers will be walk- up only. There is no net public area or seating proposed. The applicant has submitted an updated floor/equipment plan to accurately reflect the proposed layout of the coffee kiosk. One written comment was received on the project. Mr. Jim Mosher, a member of the public, stated that there was no condition of approval limiting service to walk-up only and suggested that two conditions of approval be reworded to require fire sprinklers and to amend allowed delivery hours. Staff stated that the project is conditioned to be in conformance with the approved site plan which does not allow for drive-through customers, that the project would be required to comply with the California Building Code, and that the condition restricting delivery hours is a standard condition. Applicant Jennifer Weigand of KTGY Architecture, stated that she had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator stated that she would like to amend Condition of Approval No. 8 to specify that there is no outdoor seating permitted without an amendment to the minor use permit. Ms. Weigand agreed to the amended condition of approval. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment, the public hearing was closed.
