Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer parciniega(a)_newportbeachca.gov PHONE: 949-644-3347 TITLE: Sewer and Storm Drain Systems Rehabilitation Project — Award of Contract No. 7538-1 (18S03 and 19D02) ABSTRACT: Construction bids have been received for the Sewer & Storm Drain Systems Rehabilitation Project and staff requests City Council approval to award the construction contract to Sancon Technologies, Inc. of Huntington Beach, California. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement of existing facilities involving no expansion of capacity) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; b) Approve the project drawings and specifications; c) Award Contract No. 7538-1 to Sancon Technologies, Inc. for the base bid price of $2,344,589.50 plus additive bid item 50 for $45,000.00 (to add a clarifier and sewer line at the City Corporation Yard), for a total contract price of $2,389,589.50, and authorize the Mayor and City Clerk to execute the contract; and d) Establish $170,000.00 (approximately 7 percent), contingency amount to cover the cost of unforeseen work not included in the original contract. FUNDING REQUIREMENTS: Sufficient funding is available in the current Capital Improvement Program and Operating budgets for the award of this contract. On -Call Contractor Various DISCUSSION: Purpose Construction Contract Contingency Geotechnical Incidentals, Printing, Survey Total: $ Amount $ 1,417,159.00 $ 300,000.00 $ 808,996.00 $ 50,000.00 $ 2,576,155.00 $ 2,389,589.50 $ 170,000.00 $ 5,000.00 $ 11,565.50 $ 2,576,155.00 At 10 a.m. on July 9, 2019, the City Clerk opened and read the following bids for this project: Bidder Total Bid Amount Low Sancon Technologies, Inc. $ 2,389,589.50 2nd Mike Prlich and Sons, Inc. $ 2,773,275.00 The low bid amount is approximately 25 percent less than the Engineer's Estimate of $3,000,000.00. Sancon possesses a valid and current California State Contractor's License Classification "A" as required by the contract documents. A check of the Contractor's references indicates satisfactory completion of similar projects for the City and other public municipalities including City of Laguna Beach, City of Riverside, and City of Fullerton. The work necessary for the completion of this contract consists of distributing construction notices to affected business and residents; construction surveying, hydro -cleaning of existing sewer mains and storm drain lines, CCTV recording and inspecting said sewer mains and storm drain lines; installing structural lining in existing sewer mains and re- opening existing service laterals; making necessary repairs and installing structural lining in existing storm drain pipes; removal and replacement of existing corrugated metal storm drain lines on 10th Street and also along the parkway at Cameo Highlands and E. Coast Hwy; constructing new sewer manholes; reconstructing one (1) storm drain manhole; installing a drop inlet to replace the missing structure at a desilting basin; trench excavating; resurfacing affected areas and all other work as described in the contract documents. Sancon's bid also includes an additive bid item to install a sewer line and clarifier at the City Yard at the request of the Utilities Department. 6-2 Sewer and Storm Drain Systems Rehabilitation Project — Award of Contract No. 7538-1 (18503 and 19D02) July 23, 2019 Page 3 Pursuant to the contract specifications, the contractor will have 200 consecutive working days to complete the work. Liquidated damages are set to $1,000.00 per calendar day in case of tardy completion. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (Replacement or Reconstruction), on the basis that the Project consists of the replacement or reconstruction of existing public facilities, involving no expansion of capacity, of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
