Due to those concerns, CdMRA decided to poll its members regarding certain aspects of the noise ordinance to determine the level of support for the new ordinance. The attached contains the preliminary results of that survey. Our membership is approximately 700 households which represents 11 percent of all households in Corona del Mar (CdM). The survey was sent to all households for which we have email addresses (648). The questions we asked included the following: • Do you support or oppose the sign requirement for new construction and substantial remodel projects? • Should signs be limited to CdM Village projects or to all new construction and substantial remodel projects everywhere in CdM. • Do you support or oppose enforcing noise restrictions for new construction or substantial remodel projects? • Should Saturday construction noise enforcement be limited to CdM Village or apply everywhere in CdM? • Should "do-it-yourself' projects be included in the Saturday construction -noise limits? The results of the survey showed an overwhelming consensus for signs and noise bans: • 96% supported the use of construction signs. • 91% supported use of signs everywhere in CdM (not just the village). • 87% supported limiting construction noise on Saturdays. • 89% supported CdM-wide limits on Saturday construction noise. • 52.5% said they opposed banning construction noise limits on "do-it-yourself' projects. Based on the survey results to date, there was an overwhelming support for signs and noise bans on everything but "do-it- yourself' projects. This leads to the conclusion that households throughout CdM would support signs posted on new construction or significant remodel projects and the households throughout CdM would support Saturday construction noise restrictions, but not if they are "do-it-yourself' projects. These results are through July 17, 2019 and the survey will end on July 31. We will provide an update when the survey is completed. Thank you for your consideration. For Corona del Mar, that ordinance applies to those who live in the Village (Flower Streets). This ordinance goes into effect on August 12, 2019. The CdMRA Board and Councilmember Brenner are interested in feedback from CdMRA Members about this new ordinance. The survey is below. Results will be shared with respondents in August. RESULTS AS OF JULY 17, 2019 - NOTE: SURVEY CLOSES ON IULY 31. Statistical Conclusion Given the overwhelming consensus for signs and noise bans on everything but DYI projects and the greater than required sample size leads to the conclusion that households throughout Corona del Mar would support signs posted on new construction or significant remodel projects and the households throughout Corona del Mar would support Saturday construction noise restrictions, but not if they are DYI projects. Quantitative Findings Number of households in CdM: 6350 Number of households with CdMRA Membership: 702 (11% of all households in CdM) Number of households included in Survey: 648** (10% of all CdM households) ** The required sample size for a population of 6350 households is 362 households to achieve a 95% confidence level. We "sampled" nearly twice as many (702).
