September 4, 2019. Homelessness in Newport Beach • We are deeply concerned — this is a #1 priority for City Council and Staff • Currently, 60-80 individuals experiencing homelessness here • Increase in tents, particularly at the OCTA transit center • City ramped up efforts and is doing more, quickly • Legal landscape has changed, limiting our enforcement abilities without shelter beds • Short-term and long-term strategies are needed to address this complex issue • Today: Initiate actions to potentially obtain shelter beds and address the immediate enforcement issues Addressing Homelessness — Engagement Repeat outreach and contact with individuals experiencing homelessness to identify resources and place into shelter • Homeless Liaison Officer (HLO) — Tony Yim • Full -Time Police Officer assigned as HLO since 2017 • Partners with County Behavioral Health Services • City Net Contract • Two full-time caseworkers assigned to provide outreach services • Works closely with HLO and County • Within the past 5 months: 182 contacts, 10 housing placements • One individual struggled with alcoholism, entered detox and transitioned to Anaheim Adult Rehabilitation Center • Another individual lost their home due to death in family, found a job and City Net assisted with the security deposit to rent an apartment. Addressing Homelessness — Enforcement • Active response to calls and proactive monitoring of hot spots • Continue to enforce laws related to illegal activity • OCTA Transit Center • Respond to calls and proactive patrol stops • 48 Arrests between August 2018 — August 2019 • County has begun steps to enforce No Trespass Laws • Facility is closed between 11:15 p.m. and 5:00 a.m. • OCTA and Irvine Company to update landscaping • OCTA requested proposals to build a fence • Enforcement of Anti -Camping Ordinance — changing legal landscape Anti -Camping Ordinances & Limitations • Generally prohibit sitting, sleeping, lying or camping on public property • Enacted to preserve and maintain public property for its intended purpose • Have been upheld as valid by the California Supreme Court.
