TITLE: Budget Amendment to Accept a Check from the Newport Beach
Public Library Foundation and Appropriate Funds to the Library's
Fiscal Year 2019-20 Maintenance and Operation Budget
ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Newport
Beach Public Library Foundation to enhance the Library collections, programs and
technology.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Approve Budget Amendment No. 20-017 to increase revenue estimates by $155,000
in Account 0106051-511085 (Library Foundation Donations) and to increase
expenditure estimates by the same amount in Division 0106051 (Library Foundation)
and Division 01060604 (Literacy Services).
FUNDING REQUIREMENTS:
The Budget Amendment appropriates $155,000 in additional revenue from the Newport
Beach Public Library Foundation and $155,000 in increased expenditure appropriations.
The revenue will be posted to the Newport Beach Library Foundation account in the
Library Services Department, 0106051-511085, and the purchase will be expensed to the
following Newport Beach Library Foundation and Literacy Services accounts:

DISCUSSION:
A donation from the Newport Beach Public Library Foundation in the amount of $155,000
is intended to fund library materials and programs on the Library's Wish List for FY 2019-
20, which was approved by the Board of Library Trustees. These funds will be distributed
in four quarterly allocations: August 2019 (Attachment A), November 2019, February
2020 and May 2020.
The Newport Beach Public Library Foundation funds valuable library resources, programs
and cutting-edge library enhancements that help patrons explore new ideas, improve their
lives and enjoy the opportunities our community has to offer. The donation will augment
the Library's electronic collections for use at all locations. The funds will enhance the
Library's eBranch with their continued support of Lynda.com, Kanopy's streaming film
service, Flipster downloadable magazines and Overdrive downloadable eBooks and
audiobooks. A portion of the funding will support furnishing the Central Library Business
Center in the former retail space on the 2nd floor. The funding will also be used to support
the Library's Literacy Program.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
