Happy Friday! Our next City Council meeting is Tuesday, October 8t". The following are items that may be of
interest. As always, this is not a summary of the entire agenda, which can be viewed here.
Study Session starts at 4:00 p.m. and following recognition of the Newport Beach Water Polo 14U Junior
Olympics Team, staff will present an update on the Regional Housing Needs Assessment (RHNA). The State
sets the number of housing units the City must zone for through the RHNA process. The RHNA allocation is
currently being developed for the October 2021 -October 2029 planning period and the number of units
allocated to Newport Beach will need to be factored into our upcoming housing element cycle. With over 1.3
million units determined as the regional need for Southern California, the accommodation of these units is a
significant impact for all cities in the region, including Newport Beach.
The Regular Session begins at 7:00 p.m. and the following are items of note:
On the consent calendar is an agreement with JP Morgan Chase Bank and its subsidiary Paymentech
to provide the City with banking and merchant card services. This followed an extensive request for
proposals (RFP) process to seek cost-effective services from a reputable bank with the technological
capacity to meet current and future needs. We anticipate process and technology improvements with
this new agreement.
For public hearing is a Local Coastal Program Amendment (LCPA) to include policy and regulations
pertaining to the transfer of development rights. The City's General Plan allows for the transfer of
development rights (except Newport Center) in the City, within the same General Plan Statistical Area,
including the coastal zone. However, the City's recently certified Local Coastal Program (LCP) does not
contain any provisions for a potential transfer in the coastal zone. This LCPA will provide clear
authority to allow the transfer of development rights in the coastal zone and eliminate this ambiguity
between the LCP and the General Plan.
On current business is a resolution to approve an application for Specified Grant Funding of $500,000
from the State for the Sculpture Exhibition in Civic Center Park. As part of the FY 2019-20 Budget, the
State appropriated $500,000 for the Sculpture Exhibition. These one-time funds must be spent by
December 2021 and can be used to fund the next phases of the exhibition and infrastructure
improvements in Civic Center Park. The California Department of Parks and Recreation requires the
City Council to approve a resolution authorizing the Library Services Director to apply for the grant
funds.
• At the last Council meeting on September 24, due to the late hour, the agenda item on the design of
Lido Fire Station No. 2 was continued. This item is now scheduled to come to Council on October 22,
2019.
