HomeMy WebLinkAbout13 - Sculpture Exhibition in Civic Center Park — Local Assistance Specified Grant - PowerPointOctober 8, 2019 Item No. 13 Sculpture Exhibition in Civic Center Park Local Assistance Specified Grant CIN OF NEWPORT BEACH ARTS COMMISSION Local Assistance Specified Grant • The Fiscal Year 2019 -2020 State budget allocates $500,000 in grant funding from the Department of Parks and Recreation for the Sculpture Exhibition. • Council must approve a resolution authorizing staff to apply for grant funding. • Project(s) must be completed by December 31, 2021. ARTS COMMISSION PROPOSAL • Use the grant funding for Phase VI and Phase VII of the Sculpture Exhibition in Civic Center Park at $150,000 per phase. • Under this proposal, the City Arts Commission would retain the $135,000 allocated by City Council in the Fiscal Year 2019-2020 budget to fund Phase V. •Grant funding for the project would commence in June 2020, after the completion of Phase V in May 2020. ARTS COMMISSION PROPOSAL • The City Arts Commission proposes to use the remaining funds ($200,000) to replace or upgrade the footpath in Civic Center Park. • The remaining $15,000 per phase would be used for educational programming. • Three phases in 15 months; under this plan, there would be 30 pieces of sculpture in the park from December 2020 until June 2021 (when Phase IV is de -installed) and 30 pieces again commencing in August 2021 until Phase V is de -installed in May 2022. ARTS COMMISSION PROPOSAL TIMELINE: PHASE START• • v November 2619 May 2626 $135,606 Cultural Arts budget vi June 2026 December 2626 $1501000 State Grant Path TBD TBD $2061600 State Grant Ill I January 2621 August 2021 $150,606 State Grant Total $6351606 STAFF PROPOSAL • Use the grant to fund Phase V and Phase VI of the Sculpture Exhibition in Civic Center Park at $150,000 per phase. • Grant funds will be used to reimburse the $135,000 allocated by City Council for Phase V in the Fiscal Year 2019-20 budget and will reduce the City's contributions for Phase VI by $135,000, which was anticipated to be budgeted for FY 2020-21. STAFF PROPOSAL • The City Arts Commission could then utilize the remaining $15,000 per phase for educational programming in the Exhibition. • Under staff's proposal, the City would use the remaining $200,000 for infrastructural upgrades in the park, specifically the footpath used by visitors to view the art. • One Phase every 12 months.
