ROLL CALL
Council Member Ridgeway called the meeting to order at 4:15 p.m.
Present: Council Member Selich, Council Member Rosansky, Council Member Ridgeway,
Council Member Daigle, Council Member Nichols
Excused: Mayor Pro Tem Webb, Mayor Heffernan
CURRENT BUSINESS
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR -None.
2. RDA FORMATION /AUTHORITY AND SANTA ANA HEIGHTS PROJECT
FUNDING [100- 20051.
Council Member Ridgeway noted that he has a conflict of interest in West Santa
Ana Heights. Assistant City Manager Kif£ indicated that West Santa Ana Heights
is not being addressed specifically.
Jon Goetz, Stradline Yocca Carlson & Rauth, provided a PowerPoint presentation to
discuss how a Redevelopment Agency (RDA) is established, the plan limits, what
RDAs can do, and affordable housing. He responded to Council questions regarding
the tax allocation bonds, liability, the Project Area Committee (PAC), eminent
domain, the Santa Ana Unified School District apportionment, terminating the
RDA, and debt repayment.
City Manager Bludau discussed the City's role and noted that no tax increment will
be spent on the airport which will continue to be part of the County. He emphasized
that people would be paying the same amount of property tax whether they were
in an RDA or not.
Mayor Pro Tern Webb joined the meeting at 4:27 p.m.
Mayor Heffernan joined the meeting at 4:29 p.m.
Council Member Rosansky requested that someone find out how long the existing
debt goes out.
Assistant City Manager Kiff displayed a map of the Santa Ana Heights Project Area
and discussed the tax increment generation and pending projects in the area. He
showed drawings of Mesa View Park and the horse arena project, and highlighted
issues for Council. He clarified that "PAC" now stands for Project Advisory
Committee.

Council Member Daigle requested and received confirmation that the ordinance to
form the RDA can include a provision that specifies that the funds are to be used
only in Santa Ana Heights without a vote of the people.
In response to Dolores Otting's questions, City Manager Bludau reported that the
Newport -Mesa Unified School District will not receive funding because they have
been made whole and, if the City forms the RDA, it would probably occur sometime
next year.
Barbara Venezia, Santa Ana Heights PAC Chairperson, discussed their desire to not
use eminent domain, continue the PAC's role as the advisory board, and not use the
money outside the RDA project. She added that they want the City to take over the
RDA, but adopt the specific plan as it is today.
3. DISASTER PREPAREDNESS OVERVIEW BY CHIEF RILEY [100- 20051.
Fire Chief Riley discussed recent disasters and how similar disasters could impact
the City. He displayed a PowerPoint presentation to discuss the public's
expectations; the responsibilities of local government, the county, state, and federal
agencies; the City's disaster preparedness program; the Hazard Analysis; alerting
and warning options; evacuation procedures, special population considerations, the
difference between a tsunami watch and a tsunami warning, and future options. He
emphasized the need for community preparedness. He responded to Council
questions relative to the roles of the Fire Department and the Police Department,
community notification, and the Citywide disaster preparedness program. He
discussed possibly making a separate program for the community disaster
preparedness training and education efforts and having a Community Preparedness
Educator. He suggested looking at the Hazard Analysis list and working on action
plans in advance of incidents occurring.
Council Member Daigle requested a study session with the Police and Fire
Departments to talk about restoring and maintaining security during a disaster.
Mayor Heffernan directed the Fire Chief to come back to Council with specific needs,
budget items, and policy issues that are needed for disaster preparedness since it's
the primary business of the City.
Dolores Otting presented a newspaper article about Huntington Beach being the
only city in Orange County that is rated "StormReady" and recommended that the
City hold community seminars.
PUBLIC COMMENTS
Dolores Otting reported a leaking street on Spyglass Hill Road.
