It seems like found money. Wouldn't it be a nice way to demonstrate how we think outside the box for spending? "Sculpture Exhibition" money, use the money for something that will benefit the community not some 3rd party group. I for one would like to see the detail on how we plan to spend this $500,000. Actually I would refuse the money because of the regulations and reporting requirements i.e. another way the State has control over our use of our tax dollars. As part of the FY 2019-20 Budget, the State appropriated $500,000 for the Sculpture Exhibition. These one-time funds must be spent by December 2021 and can be used to fund the next phases of the exhibition and infrastructure improvements in Civic Center Park. The California Department of Parks and Recreation requires the City Council to approve a resolution authorizing the Library Services Director to apply for the grant funds. Our next City Council meeting is Tuesday, October 22"d. The following are items that may be of interest. As always, this is not a summary of the entire agenda, which can be viewed here. Study Session starts at 5:00 p.m. and includes two presentations. Neal Kelly, the Orange County Registrar of Voters, will provide a presentation on the new Vote Center model for elections in Orange County. Second, Fire Chief Jeff Boyles and Fire Marshal will provide an update on the City's Wildland Fire Mitigation Plan, including where we are with fire fuel reduction and hazard mitigation efforts, a timely topic with fire season upon us. The Regular Session begins at 7:00 p.m. and the following are items of note: • On the consent calendar is proposed amendments to the non-exclusive franchise agreement for commercial solid waste handling services. These amendments are necessary to comply with state mandates on recycling. The current franchise is effective through 2024 so staff will be working with individual haulers to approve these amendments and bring back amended agreements with individual franchises in early 2020. Also on consent is the proposed allocation of Cultural Arts Grants for FY 2019-20. The City Arts Commission has reviewed all requests and is recommending a total of $36,000 to 10 organizations. • For public hearing is the annual review of the Zoning Implementation and Public Benefit Agreement between the City and Sober Living by the Sea. This is the tenth annual review and staff has found the operations to be in compliance with all requirements. • On current business is the design of Lido Fire Station No. 2. This item was originally on the September 24, 2019 agenda and was continued due to the lateness of the hour. Following several public outreach meetings, the recommended conceptual site floor plan and the `Lido' exterior architectural style for this building is before City Council for review and approval. • At the last meeting, Council continued the application for Specified Grant Funding of $500,000 from the State for the Sculpture Exhibition in Civic Center Park to allow staff time to review the regulations and reporting requirements for the grant. Staff has reviewed these and believes the requirements can be met without a burden on City resources. As part of the FY 2019-20 Budget, the State appropriated $500,000 for the Sculpture Exhibition.
