City Council Study Session
March 11, 2008 — 4:00 p.m.
1. ROLL CALL
Present: Council Member Henn, Mayor Selich, Council Member Webb, Council Member Curry,
Council Member Gardner
Excused: Council Member Rosansky, Mayor Pro Tem Daigle
II. CURRENT BUSINESS
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR.
In response to Council questions regarding Item 3 (Kennels in West Santa Ana Heights),
Police Chief Klein indicated that the regulations pertain to private kennels of three or
more dogs, the Police Department has discussed this with the kennel operators, and the
regulations are a carry -over from County regulations.
City Manager Bludau noted that staff intends to continue Item 12 (Retiree Medical
Program) to the March 25 Council meeting.
2. ELECTRONIC RECYCLING PROGRAM PRESENTATION BY GOODWILL
INDUSTRIES. 1100 -20081
Council Member Rosansky arrived at 4:06 p.m.
Management Assistant Riles reported that, since July 1, there have been 225 attempts to
throw out a -waste in residential trash. She indicated that Goodwill of Orange County can
assist with a -waste events and with creating a permanent drop -off location at the City
Yard. She introduced Dan Rogers, PresidentlCEO, Scott Mueller, Program Recycling
Manager, and Doug Wooley, Community Development Manager, of Goodwill of Orange
County.
Doug Wooley, Community Development Manager of Goodwill of Orange County, utilized a
PowerPoint presentation to discuss how Goodwill provides job training and placement to
people with disabilities or barriers to independence, what items are considered e- waste,
how much a -waste is thrown into landfills each year, how harmful a -waste can be to the
environment, which Goodwill sites accept e- waste, and how Goodwill assists with a -waste
events and permanent sites. He noted that Goodwill is a State - certified a -waste collector
and explained the process for collecting and disposing of e- waste, or the option to sell the
monitor or television if it is in good condition. He reported that, last year, Goodwill
collected 4.3 million pounds of a -waste which equates to 3.5 percent of the State's a -waste
recycling. He discussed the amount of insurance coverage Goodwill has for the program.
In response to Council questions, General Services Director Harmon indicated that
General Services would like to hold a one day a -waste event at the City Yard and also
develop a permanent drop off site at the City Yard. Mr. Wooley stated that Goodwill can
also do neighborhood events. He reported that Goodwill has software to wipe hard drives

clean; however, the a -waste recycler also has a hard drive shredder. He indicated
that Goodwill will provide staff, bins, and trucks or trailers for the permanent site at no
cost to the City.
In response to City Attorney Clauson's question, Mr. Wooley indicated that, prior to
creating a permanent drop -off site at the City Yard, he will look into whether Goodwill's
general liability insurance covers possible long -term effects of improper disposal of e-
waste.
