SUBJECT: Contract with Ken Emanuels & Associates
BACKGROUND
On January 13, 1997, the City Council continued Agenda Item #11, approval of
a contract with Kenneth Emanuels & Associates, until February 10th. Mr.
Emanuels met with the City Council Legislative Committee on Friday,
January 24th to discuss the City's 1997 legislative agenda and how to
successfully reach our legislative goals. State Senator Ross Johnson also
attended the Council Legislative Committee meeting to discuss the Senator's
assistance with the City's legislative concerns. Based on these discussions and
the Committee's direction, Mr. Emanuels is focusing on the Governor's
proposed FY 97/98 Budget that includes funds for wetlands restoration and
the potential that some of these funds be earmarked for the Upper Newport
Bay dredging. Mr. Emanuels will also assist in proposed legislation on police
videotape storage, Beacon Bay bill revisions, methane gas mitigation, and
library non-resident use legislation.
RECOMMENDATION
Approve the professional services contract with Kenneth Emanuels &
Associates for State legislative advocacy services, not to exceed $40,000
annually beginning March 1, 1997 for a twelve month period, and approve a
budget amendment (BA -023) in the amount of $12,000 to fund the contract for
the remainder of FY 96-97.
