DISCUSSION: During the prior fiscal year, the City agreed to reimburse County Sanitation District of Orange County (CSDOC), for 50 percent of the costs associated with installation of a gas collection pipe in Coast Highway. The purpose of the pipe installation was to mitigate methane gas seepage on Coast Highway in the vicinity of Hoag Hospital. The City's portion of the costs for the project is approximately $17,000. CSDOC did not bill the City for these costs until November, 1996, thus the funds were not encumbered in the prior fiscal year. In order to fulfill the City's cost sharing commitment, an appropriation is needed at this time. In addition, staff is currently addressing other methane gas issues, including the situation at Marcus and 38th Streets and in the Mariners Mile area. These efforts require periodic testing by outside firms. Staff estimates that $5,000 is required for the testing and monitoring associated with these additional issues. Last fiscal year $50,000 was appropriated to a Tide and Submerged Land Account (7231-C5400304), to provide funds to monitor and address issues related to methane gas seepage. Approximately $15,000 of this amount was expended at fiscal year-end. The remaining available balance returned to the General Fund reserves.
