City Council Study Session
October 13, 2009 — 3:30 p.m.
I. ROLL CALL
Present: Council Member Henn, Mayor Pro Tem Curry, Mayor Selich, Council Member
Webb, Council Member Gardner, Council Member Daigle
Absent: Council Member Rosansky
II. CURRENT BUSINESS
City Manager Kiff introduced Interim Assistant City Manager Perkins, who discussed her
background and expressed her excitement to work with the City of Newport Beach.
1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR.
Council Member Daigle requested clarification on Item S21 (Marine Life Protection)
in regards to depth limits. City Manager Kiff noted that depth limits in the Rocky
Intertidal Zone would be discussed at the regular meeting and noted that the
proposed resolution aims to maintain the existing level of protection.
Council Member Gardner requested clarification on funding relative to Item 11
(Film Festival Grant Agreement).
Mayor Selich requested clarification on Item 12 (Civic Center & Park Development
Plan) in relation to EIR processes.
Council Member Rosansky arrived at 3:87 p.m.
2. CORONA DEL MAR PARKING MANAGEMENT STUDY.
Walker Parking Consultant Linsenmayer utilized a PowerPoint presentation to
discuss study goals, the study area, project methodology, improving efficiency of the
system, supply and demand, peak occupancy, the license plate inventory analysis,
parking management tools, recommendations, and a community test program. In
response to Council questions, he discussed lot usage and managing and enforcing
onsite employee parking. He indicated that the area of largest impact was 4th
Street between Carnation and Dahlia, and that a self - regulating pricing mechanism
would probably be the beat option.
Council Member Gardner noted that the majority of the community did not embrace
the community alternative of metered parking but were in favor of
residential parking permits. She also discussed businesses renting resident garages,
employees parking in customer parking spaces, and the possibility of using meters
that accept credit cards.
Council Member Daigle suggested that employers establish guidelines for employee

parking
Council Member Henn noted the difficulty of enforcing employee parking, suggested
the use of kiosks rather than meters, expressed his support for self - regulating
pricing mechanisms and their advantages, and asked to see a specific proposal of
estimated costs associated with implementing a pilot program.
Bernie Svalstad, Business Improvement District Chairman, discussed resident
interest for installing parking meters, problems with residents finding parking,
the importance of having a temporary Parking District Board (PDB), and supported
the need for time limits on parking.
Mayor Pro Tern Curry suggested submitting a specific plan and getting feedback
from community.
Council Member Rosansky recommended expanding the parking zone.
Council Member Webb expressed concern for residential parking meters because
they create a loss of parking spaces.
Mayor Selich supported focusing on a pilot area from Avocado to Dahlia.
3. AMENDMENT TO TITLE 19, SUBDIVISIONS.
Zoning Administrator Garcia utilized a PowerPoint presentation to discuss reverse
corner lots, lot orientation and size specifications, setbacks and visual
impacts, photographic examples of existing lots, vehicle access, General Plan
Policies, Council Policy L-2, walls and structures, restricted alley access, buildable
areas and reoriented lot configurations, utility impacts, and historical parcel maps.
Public Works Director Badum noted that lot reorientation requests do not occur
often and that a street tree cannot be taken out to move the location of a driveway.
City Attorney Hunt clarified General Plan Policies regarding alley access for parking
areas.
Council Member Gardner questioned the reasons for allowing reorientations.
In response to Council questions, Planning Director Lepo discussed potential
outcomes of changing Council Policy and the General Plan.
Mayor Selich believed that this type of amendment could give more flexibility to the
General Plan and Council Policies regarding subdivisions.
Council Member Henn expressed disapproval for a 20 -foot setback requirement on
a 30 -foot by 70 -foot lot and noted the importance of an administrative approval
process.
Council Member Rosansky expressed concern for a blanket policy and noted the
negative impact it would have on residents.
Assistant City Manager Wood stated that revisiting the setback system and zoning
code would be difficult to accomplish equitably.

Council Member Webb agreed that reorientation should not be allowed through a
simple process.
Following a straw vote, it was the consensus of Council to leave out the provisions
for lot line adjustments but move forward with amending Title 19.

City Hall Bulletin Board located outside of the City of Newport Beach
Administrative Building.
