City Attorney Hunt clarified General Plan Policies regarding alley access for parking areas. Council Member Gardner questioned the reasons for allowing reorientations. In response to Council questions, Planning Director Lepo discussed potential outcomes of changing Council Policy and the General Plan. Mayor Selich believed that this type of amendment could give more flexibility to the General Plan and Council Policies regarding subdivisions. Council Member Henn expressed disapproval for a 20 -foot setback requirement on a 30 -foot by 70 -foot lot and noted the importance of an administrative approval process. Council Member Rosansky expressed concern for a blanket policy and noted the negative impact it would have on residents. Assistant City Manager Wood stated that revisiting the setback system and zoning code would be difficult to accomplish equitably.
