City Council Study Session
October 11, 2011 — 5:00 p.m.
I. ROLL CALL

Present: Council Member Hill, Mayor Pro Tem Gardner, Mayor Henn, Council Member
Selich, Council Member Curry, Council Member Daigle
Excused: Council Member Rosansky
Council Member Rosansky arrived at 5:10 p.m
CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR.
In response to Council Member Daigle's question regarding Item 13 (Approval of
Amendment No. One to the Contract with Alexander Contract Services, Inc. to
provide City -wide Water Meter Reading Services), Utilities General Manager
Murdoch reported meters are visually read at $.95 per meter and discussed the
automation conversion of large commercial meters.
In response to Council Member Selich's question regarding Item 6 [Amendment to
Memorandum of Agreement with the Port of Long Beach (POLB) for the Lower Bay
Dredging Project], Harbor Resources Manager Miller explained that the
measurement of cubic yards includes a buffer zone, reported that the project was not
designed to create a totally clean bottom, added that the project is limited by funding
and by what the POLB will accept, and explained the concept of Over Dredge (OD).
In response to Council Member Hill's question regarding Item 3 (Permanent Parking
Restrictions on Central Avenue for Lido Marina Farmer's Market), Public Works
Director Badum reported that the resolution will be modified to add the language,
"The vehicle parking prohibition shall not apply to any vehicle displaying a valid
City of Newport Beach issued Lido Marina Village Farmer's Market Parking
Permit."
In response to Council Member Hill's question regarding Item 5 (Seismic Retrofit of
San Diego Creek Bridges and Goldenrod Pedestrian Overcrossing — Notice of
Completion and Acceptance Contract No. 3531), Public Works Director Badum
explained that sometimes work was not done as originally designed, which creates
the need for change orders.
Regarding Item 9 (Jamboree Road Bridge Widening Over State Route 73 - C- 3724),
Council Member Hill expressed the importance of ensuring that the City makes a
concentrated effort to having good as -built drawings and inspection of critical items.
In response to Council's question regarding Item 14 (Cost Sharing to Dredge the

America Legion's Marina), Harbor Resources Manager Miller clarified that the sea
wall issue will be handled within the next seven years and provided an estimated
project cost.
In response Council Member Hill's question regarding Item 16 (City Council Policy
G -1), Municipal Operation Director Harmon confirmed that the Parks, Beaches and
Recreation Commission originally did not agree with requiring 36" box trees for
reforestation because of related costs, but later recommended to Council the use of
36" box trees.
In response to Mayor Pro Tem Gardner's question regarding Item 10 (Replacement
of Mobile Video System in Police Department Patrol Vehicle Fleet), Police
Lieutenant Lewis reported that the system should last at least five years, reported
that the current system was purchased in 2004, stated that the current technology
handles the Police Department's needs at a base level but is starting to fail, briefly
described the new system, and noted that the system can be transferred when patrol
vehicles are updated.
In response to Mayor Henn's question regarding Item 8 (Acquisition of Rule 20A
Credits from the City of Mission Viejo), Deputy Public Works Director Webb noted
that the goal was to receive additional money at a good rate to pay down loans,
added that Southern California Edison (SCE) allows borrowing against future
dollars to fund projects, noted that as soon as some of the loans are paid off there
will be capacity to start looking at other Rule 20A projects, and briefly discussed a
list of possible future projects to be considered by Council.
2. ALGALITA MARINE RESEARCH FOUNDATION - UPDATE ON TRASH
AND DEBRIS IN THE MARINE ENVIRONMENT. [100 -2011]
Dr. Charles Moore, Algalita Marine Research Foundation, provided a PowerPoint
presentation on A1gahta's work to increase awareness of how trash and debris
impacts the marine environment. He addressed the North Pacific Transition Zone,
pollution of all gyres, flying squid, east and west zone garbage patches, growth of
coral on plastic debris, and conversion of marine debris into new habitats for various
species. He reported that the deep ocean is now populated with fish that would not
have survived without the existence of these new habitats, addressed the abundance
of buoys in the ocean as a result of Korean sea urchin fisheries, provided the names
of places that are sea fills for our trash, discussed the toxicity of plastic, and stressed
the importance of changing our lifestyles.
Stephanie Barger, Earth Resource Foundation, expressed appreciation to Council for
the presentation and for being leaders in banning Styrofoam.
Nancy Skinner expressed support for banning plastic bags.
Council Member Daigle commented positively on the educational component of the
program and progressive participation with the use of technology by students.
3. MASTER FEE SCHEDULE. [100 -20111
Finance Director McCraner discussed the proposed fee changes that affect fee -based
services in the Finance, Library Services, Recreation and Senior Services, and
Municipal Operations Departments. She provided a PowerPoint presentation and

discussed cost of services, cost allocation components, cost allocation processes,
departments studied and staff recommendations, and next steps.
In response to Council questions, Finance Director McCraner discussed the
possibility of providing property owners with bundling options and explained the
City's charging process. City Manager Kiff noted that the item will be brought back
for further study and consideration by Council at the next Study Session.
