TITLE: City Corporation Yard Re -Roofing Project — Award of Contract
No. 7719-1 (20F02)
ABSTRACT:
The City has a Facilities Maintenance Master Plan (FMMP) to address major capital
maintenance needs for various City buildings and facilities. In association with this plan,
several building roofs at the City's Corporation Yard are scheduled for replacement. Staff
has received bids for the City Yard Re -Roofing Project and is requesting City Council
approval to award the work to San Marino Roofing Co, Inc. (San Marino), of Orange.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301—Class 1 (rehabilitation of deteriorated facilities) of the
CEQA Guidelines, because this project results in no expansion of an existing use;
b) Approve the project drawings and specifications;
c) Award Contract No. 7719-1 to San Marino for the total bid price of $551,000.00, and
authorize the Mayor and City Clerk to execute the contract; and
d) Establish a contingency amount of $55,000.00 (approximately 10 percent) to cover
the cost of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
Sufficient funding is available in the Capital Improvement Program budget for the award
of this contract. Funds will be expensed from the Facilities Maintenance Master Plan
Program Account (57101-980000-20F02).

DISCUSSION:
As part of the Facilities Maintenance Master Plan (FMMP), the City's Corporation Yard
roofs were inspected and identified Buildings C and D as the two roofs needing immediate
replacement. Both roofs were installed almost 40 years ago and core samples confirmed
that these two roofs are past the end of their serviceable lives. With this report, staff
developed the necessary plans and put the roofing replacement project out for public
bids.
At 10 a.m. on January 22, 2020, the City Clerk opened and read the following bids for this
project:
The City received nine bids for this project. The base bid amount submitted by the low
bidder, San Marino, is approximately three percent less than the Engineer's Estimate of
$570,000.00. San Marino possesses a valid and current California State Contractor's
License C-39 (Roofing Contractor), as required by the Contract Documents. A check of
the Contractor's references indicates satisfactory completion of similar projects for public
agencies.
The work necessary for the completion of this contract consists of removing existing roof
systems, installing new built-up roof systems and replacing vents, scuppers and skylights
for Buildings C and D at the Corporation Yard located at 592 Superior Avenue, Newport
Beach, CA 92663.
Pursuant to the Contract Documents, the Contractor will have 60 consecutive working
days to complete the work.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 —Class 1 (rehabilitation of
deteriorated facilities) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it results in no expansion of an existing use.
