Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Senior Civil Engineer eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: Traffic Signal Rehabilitation Project — FY 2018-19: Notice of Completion for Contract No. 7576-1 (19T01) ABSTRACT: On March 12, 2019, City Council awarded Contract No. 7576-1 for the Fiscal Year 2019- 20 Traffic Signal Rehabilitation Project to Elecnor Belco Electric, Inc. The work is complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release Faithful Performance Bond one (1) year after acceptance by the City Council. The Notice to Proceed was issued to the contractor to commence work on April 8, 2019 at the following locations: • Jamboree Road at University Drive/Eastbluff Drive • University Drive at La Vida/Baypointe Drive • Newport Center Drive at Civic Center Drive/Granville Drive • East Bay Avenue from 15th Street to Palm Street • West Balboa Blvd at 14th Street/13th Street The first three locations above consisted of traffic signal rehabilitation. Work included the replacement of signal poles and equipment, cabinets, controllers, electrical services, street name signs, access ramps, and all associated traffic signal system equipment and wiring. In addition, fiber optic communication cables were installed on East Bay Avenue between 15th Street and Palm Street to close an important missing gap within the communication network on the Balboa Peninsula. Lastly, as a continuation of peninsula crosswalk improvements, flashing pedestrian warning signs were installed to further enhance adjacent crosswalks to Newport Elementary School on West Balboa Boulevard at 14th Street and 13th Street. The contract has now been completed to the satisfaction of the Public Works Department with a summary of the contract cost as follows: Original Bid Amount: $826,040.00 Actual Cost of Bid Items Constructed: $826,040.00 Total Change Orders: $49,530.28 Final Contract Cost: $875,570.28 As construction was progressing, another contractor working on a separate City utility undergrounding project damaged an unmarked City streetlight conduit in multiple locations in West Newport, which then required an emergency repair. Since this work was within the Contractor's capabilities, and he provided the lowest repair cost estimate, the City authorized Elecnor Belco to perform the work to expedite the streetlight system repair. A change order was issued that totaled $30,000.00, and represented a 3.6 percent increase over the original contract amount. 5-2 Traffic Signal Rehabilitation Project — FY 2018-19: Notice of Completion for Contract No. 7576-1 (19T01) March 10, 2020 Page 3 Also, in an effort to address a reliability concern at the MacArthur Boulevard and San Joaquin Hills Road intersection traffic signal, a second change order was issued to replace underground traffic signal wiring at a total cost of $13,311.28, representing a 1.6 percent increase over the original contract amount. The project was substantially complete on February 14, 2020. A summary of the project schedule is as follows: Estimated Completion Date per 2019 Baseline Schedule October 31, 2019 Project Award for Construction: March 12, 2019 Contract Completion Date with Approved Extensions February 14, 2020 Actual Substantial Construction Completion Date February 14, 2020 The loss of a primary traffic signal pole manufacturer a couple of years ago, combined with a very busy construction economy, has left the remaining two manufacturers inundated with pole orders that has resulted in extremely long lead times for traffic pole fabrication and subsequent delivery. This materials delay resulted in the City granting the Contractor a suspension of progression for 134 contract working days. Upon delivery of the signal poles, the contract suspension was lifted and the Contractor completed the project as originally planned. ENVIRONMENTAL REVIEW: On March 12, 2019, City Council found this project to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
