Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Senior Civil Engineer, eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: Traffic Signal Rehabilitation Project — Fiscal Year 2019-20 — Award of Contract No. 7818-1 (20T01) ABSTRACT: Staff has received construction bids for the Traffic Signal Rehabilitation Project for Fiscal Year 2019-20. Staff requests City Council approval to award the construction contract to Crosstown Electrical & Data, Inc. of Irwindale, California. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use); b) Approve the project plans and specifications; c) Award Contract No. 7818-1 to Crosstown Electrical & Data, Inc. for the total bid price of $893,244.00, and authorize the Mayor and City Clerk to execute the contract; d) Establish $89,000.00 (approximately 10 percent) contingency amount to cover the cost of unforeseen work not included in the original contract; and e) Approve Budget Amendment No. 20-037 appropriating $148,860 in increased expenditures from the Capital Improvement Fund unappropriated fund balance to the Traffic Signal Rehabilitation Project (Account No. 01201927-980000-20T01). Annually, a project is developed to replace and rehabilitate older traffic signals that have reached the end of their useful life. The work typically consists of replacing aging poles, cabinets, equipment and wiring to maintain the existing traffic signal operation and increase the reliability of the Traffic Signal System. For this fiscal year, the project consists of the following locations: • Irvine Avenue at University Drive • Superior Avenue at Hospital Road • San Miguel Drive at Port Ramsey Place At 10 a.m. on March 9, 2020, the City Clerk opened and read the following bids for this project: The low bid amount is 13 percent above the Engineer's Estimate of $790,000.00 and appears to be related to the construction market's current high demand for specialized contractors, in addition to higher than anticipated mobilization and traffic control costs. The low bidder, Crosstown Electrical & Data, Inc., possesses a California State Contractors License Classification "C-10" as required by the contract documents. The project plans and specifications are available for viewing in the Public Works Department upon request and in the City Council Chambers during the March 24 City Council Regular Meeting. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
