Background: In June, 1986, California voters enacted the Community Parklands Act in order to provide funds for public recreational purposes. Local jurisdictions are allocated funds based on population; the City of Newport Beach will be allocated $181,000 subject to State approval of the application materials and project proposal. The initial improvements to the Lincoln Facility will enhance its use as a recreation site and improve its infrastructure. As reported to the City Council on September 22, 1986, project development has occurred in cooperation with community organizations and the Newport -Mesa Unified School District. The City has also worked with consultants, Recreation Systems, Inc., to develop a con- ceptual site plan and Opinion of Probable Construction Costs which total $755,881, including architectural and design fees. A summary of the project proposal is attached. Following City Council approval, the Department submitted the project proposal and an application for grant funds under the Regional Competitive Program of the 1984 California Park and Recreation Facilities Act. If approved, the requested 1984 funding of $300,000 could provide a total of $481,000 of grant funds to finance the project. Contingent upon State funding, the Department will initiate a Capital Improvements Budget request for the estimated balance of $274,881. Ronald A. Whitley
