J-2 SUBJECT: Resolution Approving the Formation of a Youth Council Recommendation: Approve Resolution No. authorizing the formation of a Youth Council with specific organizational characteristics. Background: On October 28, 1985 the City Council adopted Resolution No. U05-87 creating an Ad Hoc Committee to study whether the City should establish a Youth Commission/Committee. The Ad Hoc Committee's membership included two members of the City Council appointed by the Mayor and the Chairman of the Parks, Beaches and Recreation Commission. Additional Ad Hoc Committee members included student council presidents from Newport Harbor and Corona del Mar High Schools, parents of high school students, representatives of the business community and City staff. Through a series of meetings called by the Ad Hoc Committee Chairperson, the Committee pursued its objective by examining existing social and recreation opportunities for the City's youth and exploring alternatives to enhance those opportunities. In addition to pledging continued cooperation, the Ad Hoc Committee has con- cluded that an established process of youth information is needed to insure that the alternatives are further developed and ultimately provided to the community. Organization: The organizational format of the Youth Council is based upon similar successful structures in neighboring cities. The composition of the Youth Council will be governed by class standing and at -large representation from Newport Harbor and Corona del Mar High Schools, resulting in five members from each school. The officers will include a Chairperson, Vice -Chairperson and Secretary to be elected by the membership. The term of each Youth Councilmember will be one year with appointments reviewed each May by the City Council. Appointment to the Youth Council will be consistent with the provisions outlined in the City of Newport Beach Council Policy Manual, A-4, Board and Commission Appointments. A member of the City Council appointed by the Mayor and the Recreation Superintendent will serve as liaisons to the Youth Council. -2 - The formation of the Youth Council culminates months of work by the Youth Ad Hoc Committee and many other supportive groups in the City.
