MINUTES OF MEETING OF JUNE 6, 1994

The meeting was called to order at the Police Facility at 870 Santa
Barbara Drive at 7:10 P.M.
MEMBERS PRESENT: Randy Johnson, Val Skoro, Joann
Lombardo, Michael Kranzley, Paul
Watkins, Don Harvey, Fran Farrer, Burt
Field, Scott Truesdell, Marianne Whitby,
Cindy Gittleman,
POLICE DEPARTMENT: John Ludvigson
MINUTES OF MAY 2, 1994, were approved with the correction of
the spelling of member Cindy Gittleman's name in "Members
Present".

Parking along Seashore Drive
John Ludvigson will determine the enforcement policy for
encroaching parked cars along the oceanside of Seashore
Drive and will report to the Committee at its July meeting.
B. Bicycle Trails Committee Continuing In Existance
Chairperson Lombardo will write to the Council indicating
that the Committee should continue in existance and
should continue to hold monthly meetings. Reasons: the
Bicycle Committee offers the City a sounding board for
bicycle trails issues including new trails (Master Plan),
bicycle safety, annual bike event, commuter biking, Back
Bay issues, Seashore Drive issues, and any new bicycle trails
matters which may arise in the City from time to time on
which advisory input may be sought by the Council.

IV. Subcommittee Reports
A. Seashore Drive
Before proceeding further on Seashore Drive issues, the
Committee will wait for direction from the Council at the
Council's June 27th meeting.
B. City Council
No report - Evelyn Hart was not in attendance.
C. Bike Safety
John Ludvigson informed the Committee about Bike Court
and invited members to attend future sessions.
D. Back Bay Drive
Chairperson Joann Lombardo will call Councilwoman Hart
regarding the possibility of sending a letter to Cal Poly to
initiate a study of pedestrian/ bicycle/ vehicular conflicts
and how we can improve the Back Bay situation.
E. General Plan
No report. Don Harvey will stay in touch with Steve Badum
on General Plan issues.
F. Commuter
No report.
G. Bike Event
Randy Johnson indicated that things are in good shape for
the October 16th event.
V. NEW BUSINESS
Scotts Truesdell reported on the investigation of a bike trail in the
Back Bay area running from roughly Galaxy up to University
between Irvine Boulevard and the Back Bay. The trail under
consideration may include equestrian and hiking uses. We would
like it to include bicycle uses as well.

VI. NEXT MEETING
Due to the July 4 holiday, our next meeting will be Tuesday, July 5
at 7:00 P.M. at the Police Facility.
VII. ADJOURNMENT
The meeting adjourned at 8:10 p.m.

The Newport Pier area is home to merchants that sell and rent bikes and inline
skates. The Newport Pier Association ("NPA") and its merchants are well aware
of how biking and skating can be entertaining, good exercise, angi a liability to the
city l
As concerned members of the community, our merchants that rent bikes and
skates are Interested in helping to reduce ppublic and private liability. During a
recent meeting, NPA merchants suggested Implementing a volunteer program to
inform customers that rent equipment of our City's rules and regulations relating
to the use of the boardwalk. In addition, they believe it would be good to have
the renter sign a statement acknowledging that they have been informed, and
understand the rules.
Would we work with the Police Department or the City Attorney to draft such a
statement? Is It possible to actually limit liability in addition to just doing a better
job of communicating the "rules of the road"?
Your assistance In helping us explore this opportunity to retain the fun and
healthy aspects of biking and skating, and better insure the safety of others Is
greatly appreciated.
If you feel it would be beneficial to the city to begin such a program, please have
