Approved (I Public Comments City of Newport Beach Noise Element ® Discussion Items: a) City of Newport Beach Noise Element Patrick Alford Patrick Alford, City of Newport Beach Senior Planner, discussed the Noise Element. Steve Jarecki, City of Newport Beach citizen, presented his concerns with the City's reaction to noise problems. After a lengthy discussion, it was agreed that a letter detailing the Committee's concerns about insufficiencies in the Noise Element will be sent to the Planning Commission. b) Contractor Awareness Mike Kilbride Mike Kilbride presented his plan to get greater control of hazardous materials by requiring permits of house painters. His initial approach to the Building Department proved unfruitful, so he is now approaching the Fire Department, Jean Watt gave him several names to follow up. c) BudLret Line Jean Watt Jean Watt is working on a chart that ties Committee activities to a budget line. d) Poster Contest Calendar Terrance Phillips In the absence of Terrance Phillips, concerns were expressed on the timing for the poster contest calendar. e) Polystyrene Abatement Ed Hepner Ed Hepner announced that 2,700 letters are being sent by the Newport Chamber of Commerce and over 100 letters by Corona del Mar Chamber of Commerce which encourage members to share their environmental business practices. It was agreed that Mr. Hepner's project will be called Newport Green. f) Clean Harbor Da v Marge Pantzar Marge Pantzar reported that Gregg Schwenk's students were very helpful during Clean Harbor Day. g) ComnostinMarge Pantzar Marge Pantzar helped Centennial Farms at the Orange County Fairgrounds set up a composting area. It was agreed to donate to the farm a tumbler from the Oasis Senior Citizens Center. Mrs. Pantzar is also working with several groups at Costa Mesa High School to establish gardens on the campus.
