MEMBERS PRESENT Vice Chairperson Mike Kilbride, Nancy Gardner, Ed Hepner, Marge Pan.tzar, Terrance Phillips, Gordon Kilmer, Arthur Lewis, Ray Zartler, Candi Hubert, Rick Greaney, Linda Kline, Gordon Kilmer MEMBERS ABSENT Mark Kerslake EXCUSED ABSENT Chairperson Barbara Shelton, Councilperson Evelyn Hart, Gregg Schwenk COUNCIL PRESENT Councilperson Jean Watt STAFF PRESENT John Ludvigson, David E. Niederhaus, Approval of Minutes for September 6, 1994 meeting: Approved as written Public Comments: None Discussion Items: a) Nancy Gardner - Back Bay collection boom Ms. Gardner discussed the availability of a County owned debris boom for the Upper Newport Bay. Ms. Gardner felt that through effective lobbying from E.Q.A.C. and the Harbor Quality committees the boom could be used to aid in the cleaning of the Back Bay. Committee members concurred and voiced their support for Ms. Gardner's suggestion. b) Nancy Gardner- Duplicated Efforts by City Committees Ms. Gardner stressed that the goals and objectives of the various citizens advisory committees were being duplicated because of a lack of communication between the groups. Ms. Gardner felt that a meeting could be arranged to decipher the programs and projects that were being worked on Citywide. As a related subject, staff briefly noted the steps that were being taken by the City to coordinate its hazardous waste response efforts. c) Ray Zartler - Draft of flyer for construction sites Mr. Zartler reported that he was still working on the revisions to his proposed construction site flyer which promotes environmental awareness. Mr. Zartler stated he would be reporting back at the November meeting with a final draft. d) John Ludvigson - Review of Litter Ordinance Officer Ludvigson gave a brief dissertation on the City Litter and Nuisance Ordinances. Items of discussion included noise levels, party houses, abandoned refrigerators, and other white goods. Officer Ludvigson noted the various enforcement efforts that were being made in these areas and apologized for a lack of data concerning violations. e) Barbara Shelton - EQAC budget items With the excused absence of Chairperson Barbara Shelton, committee members decided to table budget recommendations until the January meeting when it could be better determined which direction the overall City budget was heading. Staff Reports: a) C.O.N.C.E.R.T. (Clean-up Our Neighborhoods, Communities, Environment, Recycle Things) - Terrance Phillips Terrance Phillips reported that the Poster Contest Calendar was proceding on schedule, but sponsors were still needed to fill the remaining advertising spots. Mr. Phillips stated that the layout was just about completed and from what he had seen, the quality of the calendar will be impressive. b) Recycling - David E. Niederhaus Mr. Niederhaus distributed an article that outlined the high costs of running recycling programs, and that this has become a case of diminishing returns. On the positive side, Mr. Niederhaus did note that recycled newspaper had risen to $47 per ton which had been a marked increase from it's previous $10 a ton level. Mr. Niederhaus reported that the City's residential recycling program (through C.R.T.) has been operating at a 31% recovery rate for the current fiscal year. Mr. Niederhaus reported that five of the City's fourteen commercial waste haulers were not operating at the 25% required recycling goal for commercial and industrial refuse within the City. Mr. Niederhaus stated that the five haulers would have to increase their recycling activities or face possible permit revocation. Mr. Niederhaus, in response to Committee members inquires, distributed informational packets on a "pay per bag" refuse collection system. Mr. Niederhaus discussed the pros and cons of such a system and briefly talked about a voter initiative that prohibits a collection fee within the City for trash pickup. C) Household Hazardous Waste lcollection - David E. Niederhaus Officer Ludvigson and Mr. Niederhaus gave brief dissertations on the County's Household Hazardous Waste Collection Program and past City efforts to provide a City -sponsored collection event. Committee members felt that a Citywide event would be the most effective way of dealing with the problem because most residents do not take advantage of the County's disposal sights. Due to the importance of this topic, members asked staff to gather more information for the November meeting. 71 d) E.I.R. (Environmental Impact Reports) - Nancy Gardner Ms. Gardner reported that the Loral Project was coming up for review and Committee input was most important. Various Committee members expressed interest in the review process. e) Newport Green - Ed Hepner Ed Hepner reported that he was waiting for the Irvine Company's response to E.Q.A.C.'s letter asking area businesses to share their environmentally conscious programs and efforts. Mr. Hepner noted that environmental achievement awards would be given at the first City council meeting in November to the Four Seasons Hotel, Le Meridian Hotel, Airport Executive Suites, the Environmental Nature Center, and Jan Vandersloot for their efforts in bettering, protecting and preserving the local environment. Mr. Hepner did note that responses has slowed since his initial letter and that he was researching new avenues to encourage business participation. P Beautification Award - Gordon Kilmer Mr. Kilmer stated that committee members had nominated two deserving properties for awards and he would be bringing them to the Committee next month for evaluation. g) Environmental Achievement Awards - Gregg Schwenk Due to the excused absence of Gregg Schwenk no report was given this month. h) Composting- Marge Pantzar Ms. Pantzar reported that the City composting and source reduction exhibits had recently been on display at the Harvest Festival and Clean Estuary Day at Upper Newport Bay. Ms. Pantzar reported that the composting facility at the Oasis Senior Citizens Center was operating at temperatures of 170 degrees thus resulting in 100% composting of all gardening residue. Ms. Pantzar continues to speak to groups throughout the County on the benefits of composting. Continued Business - None Matters to be placed on Agenda: Adjournment There being no further business, a motion was made and approved to hold the next E.Q.A.C. meeting on Monday, November 7, 1994 a the Newport Beach Police Department Auditorium at 7:00 PM.
