F -3(h) B`1 Tiik Gii V C0-0NC!L CITY OF Nt"t PORT BrWj OCT 13 1980 - TO: MAYOR AND CITY COUNCIL APPROVED FROM: Business License Supervisor SUBJECT: PROPOSED REVISION OF ANIMAL SERVICES AGREEMENT Background In September 1979 the City entered into an agreement with the Newport Harbor Animal Hospital, 125 Mesa, Costa Mesa, for the provision of animal shelter services. The current agreement for these services was adopted on August 9, 1982. In a letter dated September 2, 1986,(Att.1) it is requested that various shelter fees and charges be increased. It has also been requested that a provision for the collection of a spay or neuter deposit be included. Discussion Following is a breakdown of existing and proposed rates: SERVICE Daily Board Fee Accrued Board Fee Euthansia Fee Disposal Fee Rabies Vaccination Emergency Fee Monthly Clerical Fee EXISTING PROPOSED $6.00 $18.00 $6.00 $3.00 $10.00 $43.00 $240.00 $7.00 $21.00 $7.00 $4.00 $12.00 $50.00 $280.00 The requested agreement revisions relating to the collection of a spay or neuter deposit are mandated by State Food and Agriculture Code, and would only apply to those animals adopted from the shelter. Requested deposits are $10.00 for unaltered cats and $20.00 for unaltered dogs. The deposits would be held by the City, and refunded upon proof of spay or neuter of the animal. Attachment 2 is a memorandum from the Police Department recommending approval of the proposed revisions. The Department finds the revisions apprppriate and reasonable. We find that they are reasonable and reflect appropriate increases for services rendered. We have been assured that accounting for the spay/neuter control deposits is adequate and can be handled by the Finance Department. We request that these proposed changes be approved. I d -e J.
