F-3 b) TO: MAYOR AND CITY COUNCIL MEMBERS ; HL 0 (Y COUNCIL FROM: GLEN EVERROAD, LICENSE SUPERVISOR CITY OF NEWPORT BEACH SUBJECT: REVISION OF ANIMAL SHELTER AGREEMENT APR 2 31990 C-- 2116 Background Since September of 1979 the City's animal shelter has been operated by Newport Harbor Animal Hospital at 125 Mesa Drive, in Costa Mesa. Shelter administration responsibilities have historically been shared by any number of Hospital employees, and the contractual agreement between the City and Newport Harbor Animal Hospital provides for a monthly fee of $280.00 to be paid to the Hospital to defray the clerical costs relating shelter operations. Monthly clerical fees were last increased in 1986. Newport Harbor Animal Hospital has requested an increase in the monthly clerical fees paid by the City to provide for a Hospital employee whose duties will be dedicated to the operations of the shelter. Also requested in the attached letter from Newport Harbor Animal Hospital is a request to revise the weekend shelter hours. Discussion Newport Harbor Animal Hospital has provided a breakdown on the attached as to how they calculated the requested clerical fee increase to $1,630.00 monthly. Animal Control of the Police Department has reviewed the request, and the department's response to the requested revisions and their recommendation is attached. It is anticipated that the requested revisions will enhance the efficiency and accuracy of shelter operations by coordinating related duties through a single individual. Service to the public should improve as shelter operations, as opposed to Hospital responsibilities, would be the priority of the shelter employee. The Police Department anticipates no problems associated with the request to reduce shelter hours by one hour on weekend days. Recommendation This office as well as the Police Department recommends the Mayor and City Council approve the request of Newport Harbor Animal Hospital, and authorize the City Attorney to prepare the necessary revisions to the shelter agreement. In August of 1982 and September of 1986, we requested an amendment to increase prices due to increased operating costs. The requests were approved. We would now like to request your consideration to further amend the contract to allow for the addition of a shelter employee. To enable us to do this, we would ask for an increase in the clerical fee to $1630.00 per month. Please see the attached schedule for the method used to arrive at this figure. We would not be asking for any additional increases at this time. This employee would greatly improve the efficiency of the shelter. It would allow us to again be able to issue dog licenses, allow for proper increases in the impound fee when the animal is repeatedly impounded, allow for proper information being given to the public, allow for paper work to be filled out completely and correctly. This employee would be in charge of cleaning and feeding the animals housed in the shelter, would be responsible for showing the shelter to visitors and would be trained and managed by the staff of Newport Harbor Animal Hospital. 125 Mesa Drive, Costa Mesa, California 92627 (714) 631-1030 Newport Harbor Animal Hospital We have always felt that the Animal Shelter is good public relations for the hospital and a worthwhile community service and as such have absorbed the increasing expenses associated with its operation. However, due to increasing demands in terms of manpower to run the shelter, we believe the time has come to create this position. DISCUSSION: The Newport Harbor Animal Shelter has requested to amend the shelter contract to to allow for the addition of a shelter employee. An increase in the clerical fee to $1630.00 per month has been requested. Also proposed is a minor change in the shelter hours to cut back an hour each weekend day. A full time shelter employee would be solely responsible for animal shelter duties. The benefits of having a full time shelter employee would be improved public relations, accuracy, productivity and revenue. The shelter would benefit by staffing an employee dedicating time only to animal shelter related duties. Also, Animal Control Officers would benefit by having an employee at the shelter with whom they could deal directly. The request to cut back an hour each weekend day would benefit the on duty veterinari- an by allowing the scheduling of more time for adoptions and exams. It is not antici- pated that the reduction in weekend hours will have any impact on service to the public.
